Cs requests the creation of the Technical Office of Accessibility and a multi-annual calendar of actions with terms and investments (21/11/2018)

- "Without the Technical Office, without an updated accessibility plan and without a multi-year schedule of concrete deadlines and investments, we have not done anything", warns Manuel Padín, who recalls that almost all the municipal worktables have been a resounding failure that has generated discomfort and frustration to many groups, "we must change this dynamic."

The Municipal Commission of Accessibility has been constituted today.

The orange training spokesman, Manuel Padín, has demanded the immediate creation of the Technical Office "we have been asking for it since June 2017, when we saw the draft of the ordinance, and in which we presented an amendment to the budgets of that year demanding the updating of the accessibility plan, something that has not happened yet, and from that date we have presented a multitude of motions, requests and questions requesting the implementation of these bodies, commission and office.

"Without the Technical Office, without an updated accessibility plan and without a multi-year schedule of concrete deadlines and investments, we have not done anything", warns Manuel Padín, who points out that "almost all the municipal work tables that have been created have been so far a resounding failure that has generated discomfort for many collectives ", and has cited as an example: Trade, Drug Addiction, Algameca Chica, Animal Welfare, Pact for the Night, Citizen Participation;

"They have been just an excuse to promise things, to gain time, and to paralyze the execution of measures, we must change this dynamic because we do not want this to accessibility."

The orange spokesman recalls that in order to carry out an action plan to eliminate architectural barriers the first thing that is necessary is for the Technical Office to execute our amendment 2017: the update of the Accessibility Plan to the needs of the Cartagena of 2018, "he explained. Manuel Padín who says that "we said at the time that it is necessary to have a current study of the accessibility status in the municipality, the plan that exists now is a decade ago, because only then, we can really undertake, so feasible, planned and priority, the relevant actions adjusting to the ordinance in the most unfavorable spaces, and not going patching the city, or leaving half-jobs as is being done now. "

"Without this update of the Accessibility Plan, nothing is going to be done to really reduce the main restrictions and obstacles that many members of our citizens face every day", concluded Manuel Padín who clarifies that "we are not saying that the entire municipality adapts in a few months to the new ordinance, there is not enough liquidity for that, we are saying that we want an updated plan of priorities, and a roadmap with investment deadlines to act as soon as possible in the least friendly spaces with reduced mobility. "

In addition, Cs will ask what reserves exist in this year's budget to undertake the first works and thus adapt to the requirements of ordinance.

Long journey

"The 2016-2019 Municipal Disability Plan was announced in July 2016, the main consequence of which was the final approval in March 2018 of the Universal Accessibility Regulatory Ordinance that entered into force last June, this ordinance required the updating of the plan. accessibility that has a decade and is useless, and the creation of the Commission and the Technical Office of Accessibility (OTA), which is the one that must draw up a concrete investment plan in the municipality to ensure that all society Cartagena has access without barriers to all services, "says Manuel Padín.

According to the data collected during the preparation of the Municipal Plan on Disability, in Cartagena 63% of the disabled have accessibility problems, "so the creation of this office that aims to ensure compliance with the ordinance, promote plans of Adaptation, propose initiatives and follow up on their actions, is essential ", explains the orange spokesman.
