Cs proposes to the City Council to offer incentives to owners of unused lots to make parking (20/11/2018)

The shortage of parking in the center of Cartagena, in the Ensanche and in some areas saturated with the coast has led Citizens to take another step in their plan to combat the abandonment of unbuilt land and propose in the next session A campaign will be held so that through an agreement, the City of Cartagena will be able to transfer unused land for a certain period of time in exchange for incentives to the owners, "which could save them the payment of the IBI during the years of assignment", explained the spokesman of the orange training, Manuel Padín, who argues that "our idea is not only that the PSOE Government wait for the interested parties to arrive but that they actively involve themselves and contact the property of those strategically more interesting plots to propose the cession and inform them of the conditions, that is to say, previous technical report of security of the land and need of parking in the area, and as long as the

"The City Council could well start this campaign here as a pilot plan and extend the campaign little by little to the rest of the saturated areas of the municipality," says Manuel Padín.

The Cs spokesman explains that "the objective of this campaign is to encourage owners of unused or even abandoned private lands to cede parcels for a period of more than a year to be preferential parking areas, the incentive for them It is clear, the Consistory would be responsible for cleaning up the site, saves maintenance costs and pay for example, a payment equivalent to the IBI while the agreement is in force, since you can not rebate or exempt the payment of the IBI because it is not contemplated in none of the cases of the Law of Local Taxes ".

"We can even assess the possibility of generating jobs linked to the surveillance of these spaces, and of transferring the use to a third party that could be a neighborhood collective or association," Padín proposes.

"It is about finding formulas to improve the image of Cartagena and increase municipal services, the PSOE has it very easy, this proposal is already underway in other municipalities such as Cádiz, Alicante, Orihuela or Badajoz and has similar agreements at hand. With this action, Ciudadanos advances in its strategy to effectively combat the proliferation of abandoned unbuilt lots, especially privately owned ones.

Cs also requested that information be included on the municipal website so that the citizen knows the procedure and the necessary requirements to denounce the existence of a site that does not meet the hygienic-sanitary conditions due, and the design of aggressive information and prevention campaigns.
