Cs reflects the demand of AFAL to improve coordination in the face of the disappearance of people at risk (06/11/2018)

The Municipal Citizens Group in Cartagena has been able to know the discomfort and concern that exists in the Association of Relatives and Patients of Alzheimer's in Cartagena and Region, AFAL, due to the delay in the response and the lack of coordination after the disappearance of one of its users last October, an 80-year-old man suffering from senile dementia.

According to AFAL sources, the search protocols were activated very late, almost 24 hours after notification of the disappearance, by some members of Civil Protection made sure they were waiting for authorization from the Community, others reported that they had to pass 48 hours to activate the search protocol, when that measure does not exist;

In addition, there was a clear lack of coordination with the information;

the Emergency Coordination Center 1-1-2 Region of Murcia already knew the whereabouts of the old man and that he was in the company of a homeless man, but he did not communicate it to the police services or Civil Protection.

"If there was a timid immediate response, they tell us, it was thanks to the personal decision of some agents and the volunteers mobilized by AFAL, but not because an official search plan had been activated," the spokesperson for Citizens in Cartagena said. Manuel Padín who recalled that according to the Sosesas Association, 46% of those over 70 years of age disappeared, suffer from Alzheimer's, and that the first hours after absence are crucial for a positive resolution.

The orange training explains that this case contrasts with a similar event that occurred in Albudeite just one day before, on October 9.

There, due to the advanced age of the disappeared person, his ailments and the time when his disappearance took place and, given the suspicion that due to his reduced mobility he could be found helpless in the vicinity without being detected, the Civil Guard, Local Police and Civil Protection coordinated an extensive urgent search device that culminated successfully in just two hours.

Therefore, Ciudadanos believes that the mayor of Cartagena, Ana Belén Castejón, convene as soon as possible a Local Security Board and invite representatives of the AFAL Association to explain their experience in this case, "and to be able to detect all that has failed and propose corrective measures to improve response and coordination in the future ", explained the spokesperson for Citizens in Cartagena.

"What is evident in our opinion is that something did not work very well - says Cs spokesman - and this case was treated as a case, without taking into account its specificity, we believe necessary and timely to learn from what happened and determine if it is necessary to address a municipal action protocol to improve the search for missing persons in a special risk situation, and establish clear and common guidelines among all the actors involved. "

On the other hand, the spokesman of Citizens considers that the City Councils are called to be an essential actor before the disappearance of a person, "we can plan a prevention work among the most vulnerable groups, promote information and awareness campaigns, training actions, create economic aid for the acquisition of identification bracelets and with locator, implement new search methods, coordinate work with local media, creation of voluntary records, or establish support plans for family members who suffer such an event ".
