Ciudadanos proposes six major municipal agreements in the first Debate on the State of the Municipality of Cartagena (31/10/2018)

- The orange formation proposes to reach a municipal agreement to prevent the economic maltreatment of Cartagena with the Law of Local Financing, a pact to promote the administrative regional structure, a commitment to unblock Cartagena's urbanism through the effective application of the transitory norms, an agreement to claim from the State a comprehensive plan for the regeneration of contaminated land in Cartagena, the implementation of the Observatory of Contracts, and an optimization of the municipal workforce

Cartagena, Wednesday October 31-.

The intervention of Citizens in the first Debate on the State of the Municipality has stood out for its deeply proactive nature.

The orange training has presented six major proposals that they consider "essential" for "Cartagena to take flight".

Recover lost dignity

"The first thing is to return to Cartagena the lost dignity, shield the legislative capital of the Autonomous Community, and reduce the excessive concentration of regional institutions in a single point, in Citizens we bet on an efficiency understood as the centralization of regional management, but decentralized territorially ", has informed the spokesman of Citizens in Cartagena, Manuel Padín.

"That is why we believe that feasibility studies should be opened to assess which Councils such as Tourism, Customs, and other entities and regional institutions are moving to Cartagena," he announced.

In this sense, the orange spokesman wanted to recognize the work of all those Municipal Corporations that have preceded them, "politicians of the Cantonal Party, the Socialist Party, the Popular Party, the United Left ... they all tried without luck that Cartagena has the weight in this Community that deserves, we collect with respect that witness with the will to make it possible ".

Fair public financing

On regional financing, Manuel Padín recalled that Ciudadanos has been the only party that has not allowed privileges at national level for the Basque Country or Navarre, "and we will not consent to this Region either. politics is our obsession to achieve equality among all Spaniards, and one of the strategies to achieve this is to fight for fair public financing, in Spain, in this Community, and in Cartagena. "

"We want a proportional distribution not only between the autonomous communities that make up Spain, or between the municipalities that make up the Community, but also among all the councils that make up our municipality, and that is not done with blows to the chest with an unproductive cartagenerismo misunderstood, it is not done by saying that Spain steals from us, Murcia steals from us, or Cartagena steals from us, it is done by working, with intelligence ", Padín explained in his speech that has informed that the key at a regional level is the Law of Local Financing "It has to be a reality in the coming months, and we are working very hard to make that distribution fair with a municipality mistreated by decades of indifference and political submission."

32 million euros less each year for Cartagena

The spokesman of Citizens ensures that the City of Cartagena spends 14 million euros in improper competitions, "and also, as a study of the UPCT, has certified that Cartagena loses 2.14 million euros a year with respect to the average in the regional budgets, 15 million euros in the last 7 years! ".

"In case this was not unfair enough, of the 200 million euros that the Community receives under the Provincial Deputation, Cartagena does not receive a single euro from here," criticized Padín who has revealed that a prestigious consultancy on financing systems local estimated in 640 million euros the money that should have been received by the municipalities of the Region between 2012 and 2016 charged to this transfer, of which correspond annually and by population to Cartagena, about 30 million euros per year, " Can you imagine what we could do with those more than 32 million euros that correspond to us for justice? ".

This is the objective of Citizens: that Cartagena has the financial quota it deserves for its population, it should be the priority objective of all the municipal groups that are here, and of those that enter as of May 2019 because with that money, we are going to exponentially improve our public services and reach where we are not now ".

In addition to this law, the orange training has requested the support of all groups of this Corporation to request the regional government to recover territorialized spending in the design of the next regional budgets, ie by municipalities, "we are sure that This measure will not only hinder discrimination against Cartagena, but also many other municipalities, "says Manuel Padín.

Regarding municipal financing, Ciudadanos believes it is really difficult to draw conclusions about discrimination, which this time, the neighborhoods and councils suffer with respect to some central areas of Cartagena, because - in the opinion of Manuel Padín - there is not a single socio-economic analysis of the evolution of the distribution of municipal financing among their districts.

Despite this lack of data, Cs has made a comparison "with the other major municipality that we have closer, while in Cartagena it uses just over 5.4 percent of its 2018 budget to neighborhoods and councils, the city neighbor of Murcia dedicates 22.8 percent, tremendous difference of the municipal contribution when in both cases, the majority of the population lives outside the center.

According to Manuel Padín, "a neighbor of a deputation or suburb of Cartagena suffers directly from the mistreatment of three systems of unjust public financing, the national, regional, and municipal, and this neighbor has two options or say that of Spain. he steals, Murcia steals from me, and Cartagena steals from me, or else he trusts political projects that seek equality among all Spaniards, otherwise the Taifas Kingdoms will increase. "

District of Cartagena to save and release investments

The second major proposal of Citizens has been the creation of administrative districts, "but without creating new political offices chosen by finger, or political structures that generate duplicities or huge unnecessary and unnecessary expenses," says Manuel Padin recriminates that "some parties of this Corporación are determined to create the provincial deputation of Murcia and Cartagena and I think that the citizens want the opposite way, less political salaries, and make disappear these useless political structures that are nests of corruption or cemetery of retired politicians ".

"The region we propose is apolitical, and with it we would achieve greater solidarity and territorial balance in this Community, we would gain efficiency in the use of local public resources, and would represent an important saving for the municipalities that would be part of the Comarca through the commonwealth of services and the creation of a purchasing center "(5.7 million euros a year), said the orange spokesman who understands that this" would in turn free up funds to invest in what is really needed: increase investments in strategic and essential infrastructures: social assistance, education, environment or health ".

State and regional collaboration for the decontamination of Cartagena

Regarding the pollution of Cartagena, our proposal is clear and the PP and the PSOE have stopped using something so sensitive to campaign and start working for the common goal of regenerating the contaminated spaces of the municipality, " while popular and socialists are still anchored in their puerile wars of headlines and reproaches, we will continue the same ".

Citizens has proposed today a unity of action of all regional and municipal political forces to pressure the State and the Community to launch a plan similar to the one that was launched after the catastrophe of the 'Prestige', or the one that has been put march to take care of the Mar Menor.

"In the case of Galicia, it meant investments of over 1,000 million euros, in the case of our Mar Menor, it has been estimated at 600 million euros, for the contaminated soil of Cartagena it is likely that we will approach the 150 million of euros ", says Manuel Padín.

And of course, much of that bill has to be paid by those companies that contaminated, and to achieve this, we believe it is essential that the Government of the Popular Party in the Community, and the local government with the PSOE, collaborate with the Justice that has reopened the case.

Unlock Urbanism

The fourth proposal is the union of forces to unblock the urban development of the municipality.

In this sense, the spokesman of Cs has recalled the relevant role that the orange training has had for the approval of the Law of Business Acceleration, and also of the transitory urban regulations.

At this time, Manuel Padín, has addressed directly to the mayor to ask him to face at once three crucial issues for the future of Cartagena: the application of urban transitional regulations approved by the Assembly, the way in which the City is facing the threat of a claim of 140 million euros from the company Hansa Urbana for breach of the agreement in the Novo Carthago project, and the absence of a General Plan of Urban Planning and the need to design one that foresees what we want Cartagena to be within of 10 or 20 years ".

Citizens has expressed concern that the PSOE continue to contribute to the urban slowdown of the municipality and refuses to grant licenses for provisional use with the legal protection that Citizens has achieved with its amendment to the Law of Business Acceleration, "I have to say so It is a sincere concern, and we are addressing you because they are the ones in the Government of Cartagena ... at least, while the MC proposal to govern this municipality together with the Partido Popular does not prosper, in that case we would speak with the new coalition".

Supervision of large contracts

Citizens has claimed in its fifth proposal the creation of the Municipal Recruitment Observatory ,, "large contracts take almost half of the municipal budget, and it is necessary to monitor them, follow them up, improve them, prevent excesses that companies may commit ... and here the Observatory of Public Contracts, must and must be one of the great agreements that arise today. "

For Manuel Padín, the control can not remain only in the Contract Table;

"It does not have enough elements for constant supervision, they can not monitor that the specifications are fulfilled, or that it is necessary to modify them to provide the service better." In this observatory, we also propose the inclusion of external experts to guide us ".

"What we can not do is paralyze the works, for example, to update the sanitation and sewerage network, because a party throws the blanket at its head, and decides with irresponsibility to start a crusade without legal guarantees. to do is to let the garden contract rot with time and not respond to the needs of Cartagena, that does not make sense, that hurts us, and that can not cost us dearly, let's make that observatory, and that it becomes one of the most alive and useful municipal spaces ".

Municipal staff

Finally, Cs proposes a large municipal agreement to provide public workers with the stability, work and operational they need, "can not live in a constant reorganization of functions with each party that reaches the government team, need to settle work teams and the coordination between them. "

"We have to reach a great agreement to examine the weaknesses and shortages of personnel and establish a plan to strengthen the technical areas that suffer a monumental collapse as in Decentralization with its chaotic relationship with the Neighborhood Boards where the projects are stuck year after year, in Urbanism for the management and resolution of cleaning files, and for the services of the Cartagena coast, which after the disappearance of the IMSEL have been left to their own devices generating hundreds of daily complaints from neighbors, "Padín has announced that he has warned that "About 250 of the 1,580 City Hall workers will reach retirement age in the next 6 years"

Citizens has once again called on the Government to share with the rest of the groups and with all citizens the conclusions of the report of the company that has made the new TPN and has asked the Executive to report on their plans to work on it, "There is talk of consolidation but there is no talk of our capacity to create new places and the renovation we desperately need".

Regarding the RED hours, Manuel Padín warns of "the chronic inability of this City Council to plan and anticipate the annual needs of the municipality and always resort to the improvisation of budgetary modifications to comply with the Local Police, the fire brigades and the brigades" .

"We have to be able to create a realistic forecast that achieves two objectives: not to saturate our workers, and to offer good services, which among other things, must ensure that our neighbors feel more secure. "

Conclusions:

Ciudadanos has presented six major proposals: to reach a municipal agreement to ensure that the Local Financing Law is fair with Cartagena, a pact to create the apolitical administrative region, a commitment to unblock Cartagena's urbanism, promote state collaboration for decontamination of the affected lands in the municipality, the constitution of the Observatory of Contracts to control without blocking the work of the large concessionaires, and the rational optimization of the municipal workforce.

Despite the fact that in this debate agreements can not be presented and approved, Ciudadanos has announced that it will collect these strategies in the next plenary sessions and has invited the rest of the formations to make the contributions and qualifications that they consider pertinent.

"I assure you that if we unite around these six objectives, we will generate an economic and operational muscle that will allow us to face any challenge, any objective ... social care, health, environment, recovery of historical heritage, early childhood education, nothing will be out of our reach, we will simply, unstoppable, "he concluded the spokesman for Citizens in Cartagena.
