The Rector of the UMU pleads for a Law of Universities that assures the "coordination" of the system and the "balance" (24/09/2018)

The Rector of the University of Murcia, José Luján, has advocated during the Act of Opening of the Academic Course of the Public Universities of the Region and that has been held at the Polytechnic University of Cartagena (UPCT) for a future Law of Universities that ensures the "coordination of the system as a whole" and the "balance of the regional system of universities".

Luján recalled that the need for a new Law of Universities "has been spoken repeatedly" for more than a year.

As a jurist, he has been "skeptical of the intrinsic goodness of mere normative sway."

However, it considers "crucial" that there is a "coordination" of the system because "it is where the key of the physiognomy of the system is found;

and, therefore, what allows us to understand the diverse role that their actors can and should play in relation to their interests in a very different way ".

In the opinion of the Rector of the University of Murcia, the reform of the regional law should establish the financial framework that provides stability and guarantees the future to public universities.

"You can never lose sight of the fact that they were created 104 and 20 years ago, respectively, by a decision of the political power that understood as its best legislative policy option its constitution as strategic instruments for the development of the Region of Murcia and guarantee of a future more prosperous for its inhabitants, "he said.

During his speech, Luján has recalled the economic crisis, which has "seriously affected" the Spanish university with shrinkage, has highlighted rights for its students and its employees "and serious danger for the maintenance of the functions that justify it".

Besides, he pointed out that this has resulted in the increase of academic fees and the reduction of scholarships that "have hindered access and maintenance in the university to a very important part of the population, frustrating the role of university education as instrument of correction of inequalities and social cohesion ".

The collective of administration and services personnel and the figure of the associated teaching staff in that of the teaching and research staff has not been forgotten either.

According to it has emphasized, important lines of investigation "are today very committed by the lack of material resources and by the impossibility of attending as it would be necessary to the generational renewal of the research groups".

The management of an increasingly international investigation, the Rector pointed out, demands a flexibility that today "does not provide Spanish standards;

in this case not only the LOU but also, and in a particularly burdensome manner, the new Public Sector Contracts Law ".

Luján recalled that on September 26 CRUE will present in the Congress of Deputies a manifesto agreed with a diverse set of organizations and institutions in demand of a new law of universities.

Finally, it has impacted on the usefulness of the act of Academic Opening in Public Universities at the level of accountability before society, institutions and government;

and as commitment of work and dedication to the service of those same society, institutions and government.
