Cs registers its plan of collision against the abandoned lots in the whole municipality and asks for the support of all the groups (24/09/2018)

Citizens has met today with the announcement made a few weeks ago that it would submit a motion in the municipal registry for the local government to promote a plan to combat the proliferation of privately owned abandoned lots in Cartagena.

The road map of Cs passes through an official register or census of empty solar lots throughout the municipality to identify those who are in deplorable conditions, "today we have learned from the press that the Federation of Neighbors has accounted for about 200 solar in all the municipal area, but we need an official census in which the owner is indicated, state of conservation, if an obligation affects him through an agreement or cession of the Town hall, how many complaints and municipal notices he has received, among other information " , has explained the spokesman for Citizens in Cartagena, Manuel Padín.

The orange training also wants to strengthen the area of ​​Urbanism that manages this kind of files, "this month has been delayed the first and only order of subsidiary execution on a site since 2015 because a technician was on vacation, that gives us an idea of ​​the few material and human resources that the City Council intends to combat this urban plague ", says Manuel Padín, spokesperson for Cs Cartagena.

The orange plan against the lots includes the promotion of a specific and continuous inspection campaign of private lots throughout the municipality.

In addition, it proposes a study to analyze the economic and logistical feasibility of reserving a budget line every year to hire an external company specializing in the management of cleaning this type of parcels, as is already done in other municipalities such as Murcia or Molina de Segura.

Ordinances, campaigns and neighborhood collaboration

On the other hand, Cs will request the creation of a specific ordinance for fencing, cleaning and sanctions on urban sites, "in some municipalities the fines reach up to 10,000 euros as in Zamora while in Cartagena only reaches 600 euros, or as expressed in the road cleaning ordinance of 1987: 100,000 pesetas, "says Padín who adds that they will request the updating of this ordinance and the adaptation to current legislation of the regulation regulating deadlines for forced construction.

Finally, Cs will request that information be included on the municipal website so that the citizen knows the procedure and the necessary requirements to report the existence of a site that does not meet the sanitary and hygienic conditions due, and the design of aggressive information campaigns and prevention.

Only one subsidiary execution order from the year 2015

"This kind of projects are already being carried out successfully in several Spanish cities where provisional uses are being made in unbuilt plots until the final destination of the land is clarified, although it is obvious that previously the legal reports necessary to guarantee must be gathered the project".

For Manuel Padín, "it's worth trying to end those black holes and generate new leisure, cultural, leisure, sports, or urban gardens, and for this we have to take advantage of the wording of the General Plan of Urban Planning so that to allow residential actions in urban land, it is foreseen the concession of temporary licenses for other uses ".

"Regarding privately owned lots, our City Council could be a mediator between the property and the neighbors and reach an alternative use agreement, of a provisional nature, until the owners of the plots are ready to undertake their projects" , exposes Manuel Padín.
