Citizens declare war on slag heaps and illegal dumping in Cartagena with proposals and sanctions (19/09/2018)

- "It is a complex phenomenon against which we are not prepared, we have a street cleaning ordinance of 1987 that says that serious misdemeanors are sanctioned with one hundred thousand pesetas, is something delirious," says the local spokesman of Cs, Manuel Padín

- Cs proposes a comprehensive plan that includes updating and creating ordinances, improving communication with the Prosecutor's Office of the Cartagena area and with the regional Administration, intensifying police surveillance, increasing brigades, conducting awareness campaigns, and strengthening the municipality's clean points

Cartagena, Wednesday September 19-.

The Municipal Group of Citizens in Cartagena has already prepared a specific crash plan against the abandoned privately owned urban plots that it will present at the next municipal Plenary, and has now announced another, to combat the dumps and illegal dumping in the public areas of the city. municipality.

Orange training considers that the means and resources available to the local government to collect all types of waste and discharges in the municipality are insufficient to combat the proliferation of illegal dumps and spills that seriously affect the environment and the image of Cartagena .

For this reason, the orange spokesman has announced that he will ask at the next plenary session for the Government to strengthen the procedures, to provide and claim the necessary economic and personal means to shorten the withdrawal periods for illegal dumping in urban and peripheral lots, rural roads, gutters , ramblas, and other natural spaces of the municipality and the improvement of coordination with regional and state public entities.

The objective of the orange formation is to restore the invaded spaces and restore the environmental and landscape order.

As reported daily local media, improvised landfills and episodes of landfills, far from disappearing, proliferate, "domestic furniture, appliances, vehicle parts and construction debris are the most frequent, some are especially contaminants reaching Sometimes, dangerous substances are filtered to the ravines that flow into the Mar Menor. "

Ciudadanos argues that there is not even a uniform strategy at the municipal level for the collection of minor construction debris, so it is also necessary to increase information campaigns to Cartagena to know that they must move their waste to clean points and the consequences environmental and disciplinary reasons.

"Many of these infractions are detected in situ by our Local Police or by the Civil Guard, but we are aware that it is a complex phenomenon that we can hardly control with the current means on an area of more than 558 square kilometers," Manuel Padín who points out that there are many procedures according to the property and the location of the infraction, "when it comes to a private plot of land, the search for the owner begins as a subsidiary responsible (which may take a year), when it is a parcel of regional or state ownership, the requirement is transferred to the corresponding organism, and if it is from the City Council, the municipal contract that corresponds to it must be determined first. "

First phase of the Shock Plan

For all the above, Citizens will request that an analysis of the black spots of the municipality be carried out, which will allow us to work on an accurate diagnosis and that constitutes the starting point for a comprehensive plan against illegal landfills and discharges.

In addition, it will request to apply an annual campaign of prevention and awareness (vital also to avoid public spending), extreme police surveillance with intensive waves, update the street cleaning ordinance dating from 1987, create a specific for urban sites, and promote the of Waste Management of Construction and Demolition agreed in the Plenary in June of 2017 that includes the requirement in the works licenses and in the declarations responsible for an endorsement that will be returned when it is proven that the debris has been removed correctly;

Cs also requests to significantly increase the sanctions (in the current ordinance only a fine of one hundred thousand pesetas is imposed, that is, only 600 euros) and that the abandonment of waste in illegal dumps is considered a very serious infraction;

something that includes the plan of shock against private lots ".

Manuel Padín argues that "this is a difficult problem that takes place throughout Spain, and we must take measures in four aspects: the executive, with a cleanup plan in the main slag heaps, with special attention to those containing asbestos, the regulatory , with the creation of ordinances and laws that intensify the punishments, the divulgative, with campaigns of diffusion against discharges and alternatives, and the disciplinary, with sanctioning exemplary measures ".

The orange training will also be interested in the degree of execution of the plenary agreement of June 2017, which ordered to begin the procedures for the preparation of the Waste Management of Construction and Demolition Ordinance, "we remember that during the session Plenary of June 2017 was assured by the spokesman of the Popular Group, Francisco Espejo, that there was an ordinance model made by the Community to which in a relatively simple way our Consistory could adhere and apply, but it has been more than a year without it doing it, something does not fit ", warns Manuel Padín.

The Community wipes its hands and looks the other way

For the orange training, the Cartagena Public Prosecutor's Office, the Segura Hydrographic Confederation, and the intervention of the Community are essential to combat this, "if we do not optimize the coordination of these entities with the justice to which the cases should be sent of reoffending companies, and with the security forces and bodies, it will be very difficult for us to end up with this real scourge ".

"The role of the Community so far has been to ignore this problem, leaving all responsibility only to the municipalities, we do not have to tell us that this is municipal competence because we speak of an underfunded consistory and full of improper skills," says Manuel Padín says that another line of work is to study with their colleagues in the Assembly collaboration formulas for the regional government to allocate funds to fight against illegal spills and dumps, "would do well the mayor to meet with the Minister of Environment Environment and the delegate of the Government to look for formulas of collaboration for this ".
