Last June, the residents of the vicinity of the Isla Plana-La Azohía Neighborhood Board were sent a letter signed by the person in charge of the Post Office of the area, informing them of the qualification of the urbanized area of ​​Isla Plana as a "special environment" in function of the provisions of Royal Decree 503/2007, which amends the Regulation on the provision of postal services, since two of the three cases contemplated in the regulations are complied with in this area.

With this resolution, the residents were informed that as of October 1, barring the incorporation of concentrated mailboxes (BCP) in the domiciles of the neighborhoods, concentrated multidomain batteries at the entrances of certain urbanizations so that the postmen leave correspondence there. and not house by house, the ordinary mail that is sent to them must be picked up at the Postal Office of the Port of Mazarrón, except for certified mail, urgent mail, parcel service, and telegraphic and financial products.

As reported by the spokesman for Citizens in Cartagena, Manuel Padín, "faced with this situation, analyzed in the plenary session of the Neighborhood Board in July, many neighbors asked about their possibilities to avoid the trip to the Postal Office of Mazarrón to pick up your mail , and, in case it was not possible the revocation of this resolution, what possibilities have to agree with Correos and the City Council the installation of these concentrated mailboxes ".

Finally, the members of this Board decided unanimously to ask the Municipal Legal Services for advice on the legal options to revoke, suspend or extend this resolution of the Post Office and on possible ways of collaboration between the City Council and users of the service for the installation of concentrated mailboxes or appropriate facilities for the delivery of postal items in this area.

The letter was sent on July 19, 2018, and two weeks later they have not even received the acknowledgment, "we reproach the PSOE Government for their indifference and silence on these facts since the administrative procedure was initiated on 12 March 2018, more than five months without alerting the residents of the situation, without offering assistance and advice, without collecting their claims to possible allegations, and without even informing them of the possibilities to be assigned to the concentrated mailboxes to avoid travel to the Postal Office of Mazarrón ", denounces the spokesman of Citizens in Cartagena who reports that" yes, as reported by the newspaper La Verdad on August 25, the management of the City has been limited to hanging for two weeks certain information on the board of announcements, and that only after two requirements of the Regulatory Supervision Chamber of the CNMC, the PSOE Government has left sold to the neighbors of the

The case of Dénia

This problem has affected neighbors and is a matter between them and the postal company, but in many other municipalities, such as the one in Dénia last year, in response to neighborhood complaints, they were offered since they learned of the decision of the CNMC to mediate and organize the installation of the new pluridomiciliary mailboxes.

"The City of Dénia could have washed their hands as Cartagena did and let the residents solve the problem alone with Correos, or leave all the responsibility to the neighborhood president of the Board or the Association, but they did not." , explains Manuel Padín, "in Dénia they did inform the neighborhood groups from the first moment, they did argue against the decision of the CNMC, they took charge of the problem and opened a communication line so that the affected neighbors could register and request the mailbox, there was a municipal study to determine the location of the shared mailboxes, based on the requirements established by Correos, and there the new pluridomiciliary mailboxes were acquired and subsequently collect them partially from the neighbors ".

"We demand the same sensitivity and municipal responsibility in Cartagena, if it does not do it for good, it will do it for the Plenary," warns Manuel Padín.

The City of Cartagena leaves its neighbors to their fate

A national situation

The decision of the Post Office not to distribute house by house in the environments described as 'special' has its origin in 2016, when the National Commission of Markets and Competition (CNMC) determined that in areas that are so qualified should be grouped mailboxes in multi-household batteries.

In the case of Cartagena, as reported by the newspaper La Verdad, Isla Plana, La Azohía, El Mojon, San Ginés, La Chapineta, Los Madriles and El Portús, on the west coast;
