Citizens launch an offensive to put an end to the unhealthy sites of the municipality in the face of inaction by the local government (21/08/2018)

- "More than a problem of urbanism, it is a public health problem," said the spokesman for Citizens in Cartagena, Manuel Padin, who believes that "after seven years since the last inventory of lots, premises, and abandoned houses , the time has come to inspect and analyze again this phenomenon that generates public health problems, fire risk, social coexistence, and disfigures the city and our neighborhoods ".

The Municipal Group of Citizens in Cartagena will request in plenary session the elaboration of a census of empty lots to identify those who are in deplorable conditions, as well as of houses and premises in a state of abandonment to be able to act on them, always under the current legislation and for the benefit of the general interest.

The last census of this type, that the orange formation has proof, was made in the year 2011 and had as its object only the lots of the Old Town: they were counted eighty.

Cs will also urge the competent municipal services to undertake a specific and continuous campaign of inspection of private lots throughout the municipality and to include in the municipal website information so that the citizen knows the procedure and the necessary requirements to denounce the existence of a site that does not meet the hygienic-sanitary conditions due.

In addition to requesting these new censuses, Citizens will request explanations in the Plenary to know the number of administrative procedures that the City Council has initiated on this issue since the legislature began, the number of sanctions imposed for violating the urban cleaning ordinance, the coercive fines , its amount, and the rulings by means of decree of orders of subsidiary execution of works, with the budget and the given terms.

In the case of having executed the works in a subsidiary manner, the orange training also asks to know the investment made, and in how many of those cases was acted with a voluntary entry authorization, and how many with a judicial authorization.

The last known data is that from January to October of 2017, only 29 sanctioning proceedings were established in Cartagena, according to local press reports;

A complex issue

The spokesman of the orange training encourages Cartagena to report this type of situation, "especially when there is an obvious and immediate risk to the safety of people, to the deterioration of the environment, or natural or cultural heritage."

Plan for temporary use of building sites

Citizens is also working on an alternative strategy, given the delay in tackling the problem and plans to propose to the City of Cartagena to launch a project to give temporary use to the hundreds of lots that exist in the municipality.

"This kind of projects are already being carried out successfully in several Spanish cities where provisional uses are being made in unbuilt plots until the final destination of the land is clarified, although it is obvious that previously the legal reports necessary to guarantee must be gathered the project".
