CTSSP calls for improvements in the preliminary draft of the taxi ordinance (09/08/2018)

Francisco Martinez, councilor of Cartagena Sí Se Puede (CTSSP), states in a statement that "the preliminary draft of an ordinance to regulate the taxi service in Cartagena published recently by the municipal government of the PSOE is manifestly improvable."

For the mayor of Podemos, "this ordinance should have been approved before December 22, 2015, comes almost three years late, copy essentially the law 10/2014 that regulates the sector in the Autonomous Community of the Murcia Region it adds almost everything provided in the previous ordinance without hardly developing the powers of the city council that the new legal framework allows. "

Martinez criticizes the regional law of the PP, which "far from solving the problems of the sector aggravates them.

The regional law promotes the transmission of public licenses.

The purchase-sale of licenses is the speculation of a public good, "the taxi bubble", the sale price grows to a point where its purchase is not profitable and the last purchaser borrows additionally: "a taxi driver's deception a taxi driver. "

The law also allows a person to possess several licenses, generating various classes and divisions between self-employed workers and workers in the sector.

For CTSSP it is essential that the taxi public service, among others, meet at least the following requirements:

-Adaptation to the changing needs of users.

Measures such as ensuring free transport to guide dogs or other dogs that assist people with reduced mobility or that the client can choose the taxi you want, as an exceptional measure and whenever circumstances allow it: whether or not it has air conditioning , the state of preservation and cleaning and the payment system2E

- That the vehicle and the taxi driver adapt to the use of new technologies.

-Safety measures suitable for the vehicle and the taxi driver.

-Measures to encourage the purchase of low-polluting taxis such as electric vehicles.

Installation of loaders at taxi stands.

-Planes to improve the mobility of taxis.

Infrastructures that favor their circulation.

-The City must set the number of licenses required to serve the municipality that is currently 253 (including the number of adapted vehicles), this decision is one of the keys for Cartagena and Cartagena have a good service and the taxi drivers worthy rewards.

-The licenses must contribute essentially to the distribution of work and exclusive dedication.

The taxi workers must have priority in the acquisition of the new licenses in addition to the direct relatives.

-The City Council must ensure that the people who drive the taxi are those who have the right to it by granting and updating the driver's license.

A copy of it must be placed in a visible place on the vehicle.

-The City Council must ensure that workers have adequate working conditions, especially when the current minimum wage according to the national agreement is only 12,635 euros per year.

-The weekly schedule and rest should be similar to the rest of workers, except for duly regulated exceptions.

-The initial and continued training of taxi drivers must be borne by the municipality.

CTSSP considers that it is necessary at least one previous meeting of all the political groups, in view of the preliminary draft, of the allegations of the taxi associations and unions and of the proposals made by the political groups, so that the government can formulate a proposal to the municipal full that enjoys the greater possible consensus.
