Cs recriminates the Government that does not intend to implement the Open Patios program and start the Bicity service (26/07/2018)

- The orange formation has also asked to know what plans exist for the wall of Felipe V and the musealization of the shelter of the Civil War and why have not yet installed the kiosks of the esplanade of the Port in Barrio Peral and Pozo Estrecho

Cartagena, Thursday, July 26 -.

The Municipal Citizens Group has presented in the ordinary plenary of today five questions to know the status of execution of the Open Patios program, the situation in which the promised relocation of the kiosks of the Port of Cartagena is located, and when the plan will begin to recover the bicycle rental service 'Bicity';

also, explanations have been demanded for the great plans announced in 2016 and 2017 for the bastion of the Deán and the wall of Felipe V.

Wall of Felipe V

Ciudadanos has asked for explanations for the great plans announced by the PSOE Government, and then MC, for the bastion of the Deán and the wall of Felipe V. The projects were presented in 2015 by the municipal coordinator of Patrimonio and included, according to their public statements , consolidation products of the wall and musealizar the environment and the refuge of the Civil War.

Unless the area is conditioned and cleaned up in 2017, the orange formation has no record of anything being done.

The socialist councilor, David Martinez, has assured that there is a definite project but that there is no budget or date to undertake it;

in relation to the musealization of the shelter of the Civil War has only been able to point out that there is "an advance of the plan" although he understands that there is no budget to undertake anything.

The orange training councilor, Ana Rama, has asked the socialist government team not to underestimate the finding, and stop selling empty ads and show your decision when pushing the projects and find private and public funding to really contribute to increase the great cultural and historical value of Cartagena.

Open Patios

Cs has also taken to Pleno the breach of the motion to launch the project of 'Open Patios' in the municipality, an initiative that was approved unanimously in plenary on September 7, 2017. The program of 'Patios Abiertos' consists of to open the playgrounds of schools in a planned and regulated way outside school hours to offer Cartagena and collectives a safe and free space where to develop all kinds of neighborhood, sports and leisure activities.

The spokesman for Citizens has asked why they have not begun to develop at least the pilot tests and if they have already finished the studies of the areas of the municipality with the greatest deficit in leisure infrastructures, as promised to do the Government in advance to the execution of the initiative.

"There are already many Spanish cities that have successfully developed this plan, but not in Cartagena, here the PSOE has been stopping it for almost a year, we do not know whether due to a disability or a misunderstood political strategy," lamented Manuel Padín.

The Councilor for Education, David Martinez, did not want to refer to the program Patios Abiertos, and only referred to the City Council has a system for requesting the use of educational spaces on the municipal website.

According to Manuel Padín, for his response it seems that the Councilor for Education did not know what the Open Patios program consists of, a plan that requires funding, work in common with different entities and the planning of a complete and regulated program, " an obtuse web for associations and entities to request the punctual use of educational centers, after filling dozens of forms and having to assume all the expenses and responsibilities has nothing to do with what we propose ".

"We would have liked that the Councilor of Government had documented a little about this program before responding, that at least the plenary agreement had been read," said Manuel Padín who has committed to continue fighting to implement this program in the municipality .

Bicity

Cs Cartagena has also asked about the actions that have been carried out for the maintenance and resolution of the security problems presented by the bike lanes of the municipality;

something that the orange formation already warned by means of a request in October of 2017. "It has been more than a year since we raised this problem but today the bike lanes continue to be in a sorry state, with the consequent risk that implies; and there does not seem to be a single step to correct the situation, "says Manuel Padín.

The Orange spokesman also wanted to know when it will consolidate the recovery of bicycle rental service 'Bicity' and when the Municipal Executive provides that Cartagena will enjoy this service with all the guarantees.

Manuel Padín recalled that in October last year, the local government said that the technical specifications were being finalized, a prerequisite for being able to tender the service,

On the part of the Government, the councilor Juan Pedro Torralba has responded that the technical specifications for the service of Bicity, after 9 months, is still being finalized.

According to Manuel Padín, "there are government responses that seem a joke in bad taste, 9 long months to finish the statement is something hard to believe, we fear that what happens here is that there is no will to make this service possible."

On the actions to improve the bike lanes of the municipality, Torralba has only been able to point out that it has recently tendered the construction of a section on Esparza Street that will link Captains Ripoll and Ramón Alonso Luzzy, and that in the coming days some works will be undertaken. improvement, although he has not been able to specify a single example.

Port kiosks

During his intervention shift, Cs Cartagena also requested explanations for the location and use that has been granted to the kiosks removed from the esplanade of the port in 2016 and that, as reported in March 2017 by the then councilor of Government, María José Soler, were going to be offered through a concession process in Pozo Estrecho, Barrio Peral and in the rise to Tentegorra with the aim of stoking these areas and promoting their commercial activity.

The spokesman for Citizens in Cartagena, Manuel Padín, asked if after more than a year of the announcement "there is one currently in operation or if, on the contrary, they are still not used to house bars, restaurants or other services, as they already did in his day. "

The PSOE Government has acknowledged that it has not been able to make this commitment acquired with the residents of Barrio Peral, Pozo Estrecho and Tentegorra in 2016 and reaffirmed in 2017. The socialist councilor, Juan Pedro Torralba, has reported that only has been installed one of them half (only the structure) next to the Palace of Sports and that as soon as an economic game is released they will try to install and take out in concession the rest of infrastructures for their exploitation

Deteriorated tiles in San Agustín

The councilman of Citizens in Cartagena, Alfredo Nieto, wanted to know if the local executive is aware of the poor state in which the pavement of San Agustín and Plaza de San Agustín streets is located as a result of the works carried out in the Tivoli building .

The orange mayor also asked about the actions that the responsible councilor plans to start to repair these tiles "and eliminate the risk they pose in the current state for drivers, cyclists and pedestrians."

Juan Pedro Torralba has acknowledged that he has known this incident by Citizens, and has explained that he has requested information from the Urban Planning services, and if it is confirmed that the company has carried out the works it has been responsible, they will demand the necessary investment to fix the damage.
