Citizens denounce that the Drug Addiction Commission has not been in control of its plan for more than two years (18/07/2018)

Citizens denounce that the Municipal Commission for Drug Addiction (CMD) has not met since it was constituted in May 2016, although at least it should have been convened annually.

The Municipal Plan of Action on Drug Addiction (PMAD) 2016-2018 was approved at its constituent session and since then it has not been held again, despite being the specific body that should assume the coordination, support and follow-up of the Cartagena PMAD.

"We do not understand how it is possible that more than two years after the approval of the Plan, the Government of Cartagena did not believe it necessary to hold periodic sessions to carry out the required evaluation and monitoring of the development of this plan," said the spokesperson for Citizens in Cartagena. that explains that "in any project or plan worth its salt, after the planning and execution phase, the control stage arrives in which all the programs, actions and interventions must be submitted to mechanisms that allow knowing the degree of achievement of the general and specific objectives and, in case of noticing deviations, proceed to the appropriate modifications to continue advancing towards the marked goals ".

The spokesman of Cs points out that "if after the headlines, public statements, announcements, plans and promises of the PSOE there are no concrete, defined, and real works and actions with their planning, evaluation, and rendering of results, we are not doing nothing to fight against the problems, damages and personal and social costs related to drugs ".

"We are very tired of good intentions that do not turn into verifiable facts, of banner and headline policies, of scratching a bit to find that there is nothing underneath, only a huge gap," lamented the Citizen spokesman.

According to Manuel Padín, "despite the fact that the text of the plan states that the CMD will meet regularly on an annual basis and that it may meet in an extraordinary manner when deemed necessary by the president or a third of its members, no one except Citizens or CTSSP-Podemos has demanded that the commission be reactivated. "

"In addition, we are talking about a plan that was born with a lack of specificity in its programs, with no budget and without specifying the exclusive staff it had," the Citizen spokesman complains.

Nor has it been deemed appropriate to convene the Commission to collect new demands, proposals and projects from social organizations with interventions in prevention and care for drug addiction and other addictions in the municipality, "and we know that they have many new features to provide to ensure adequate to all people with problems of abuse or dependence, to improve the coordination of public resources available, or to promote new programs that facilitate social integration at an educational level, employment, coexistence and free time.

For all the above, the Municipal Group is preparing a battery of measures to be presented in the ordinary plenary of August to get a new convocation of the commission, know the degree of compliance with the objectives set in 2016, and start working in a future work plan for the next years.

The orange spokesman has reported that "the latest activities framed in this plan of which we have evidence were an awareness raising action on the occasion of the Carthaginians and Romans, and a youth prevention project in several neighborhoods along with the Rascasa and La Huertecica, both in 2016, poor harvest after more than two years ".

Cs meets with AMAS

The spokesman for Citizens in Cartagena, Manuel Padín, received today in the Palace Hall the president of the Matrix Association of Social Support (AMAS), Damián Alcaraz.
