The Municipal Group of Citizens in Cartagena affirms that the program of Open Courtyards that the Plenary approved unanimously in September 2017 "has nothing to do with the current website that the Department of Culture has enabled for associations and entities to request the timely use of educational centers, after filling out an endless number of forms and having to assume all the expenses and responsibilities, "says Cs spokesman Manuel Padín.

Citizens Cartagena proposed in September 2017 to launch a pilot test in two or more schools of the 'Open Patios' program.

This initiative requires that the playgrounds of schools, underutilized outside school hours, open their doors in a regulated and planned manner, so that neighbors can make free use of them in order to carry out sports, leisure or recreational activities, regardless of whether they are associations, collectives, or independent individuals.

In other Spanish cities such as Parla, the project has been successfully carried out with a grant to provide control aids, hired through the job placement program, to supervise the correct use of the facilities and the safety of its users.

Manuel Padín reminds the local government that the initiative that Cs took to the Plenary included providing schools with a monitoring service to open and close school facilities within the established times.

"The purpose of this motion is not that the associations can request the timely use of a space by presenting all the documentation 10 days in advance." What Cs wants is that the residents of Cartagena have more open and free spaces where they can carry out activities playful and sporting safely, "underlines Manuel Padín.

"We want the playgrounds of the educational centers to have an extra-curricular schedule so that the neighbors can have them in. The initiative has already been carried out in other cities with successful results, such as Barcelona or Albacete," says the orange spokesman.

Manuel Padín is aware that the implementation of this project requires the reform of some educational infrastructure as well as the hiring of surveillance and security measures, "that is why we were prudent and asked to start with a pilot test, but even so we have managed to the City Council is going to work on this. "

In addition to the positive effects that the opening of these spaces would imply for the neighbors, "security could be contracted through the employment plans of the Local Development Agency (ADLE), and it could even be negotiated with the Ministry for the adequacy of the school playgrounds under the umbrella of this initiative ", proposes the orange spokesman.
