In this regard, it should be noted that the Organic Regulation of the Plenary of the City of Cartagena establishes in Article 9, paragraph 2, that "the request for access to information shall be deemed granted by administrative silence in case the mayor does not dictate resolution or refusal agreement within a period of five calendar days, counting from the date of application ".
