The plenary unanimously declares in favor of equality on the occasion of the International LGBTI Pride Day (28/06/2018)

The plenary session of the municipal corporation, gathered today Thursday under the presidency of the mayor, Ana Belén Castejón, has opened the debate with the agreement of all the municipal groups reflected in two institutional declarations.

The first, on the occasion of the International LGBTI Pride Day, expressed the agreement of the plenary session "for the adhesion to the Institutional Declaration of the FEMP and we join all the voices that cry for an equal future of all the people in the margin of their sexual and / or gender identity and their sexual orientation.

- We reaffirm our commitment to human rights and, consequently, to sexual diversity, as well as to the non-discrimination of people based on their sexual orientation or gender identity, recognizing the advances in this framework, while reiterating our firm determination to advance in overcoming the barriers that still survive today.

- We demand recognition of the high level of commitment assumed in the organization and provision of essential services and changes and innovations, new approaches and methodologies that we continue to incorporate to ensure the excellence, availability and quality that citizens demand and require.

- We see the need to invest in policies in favor of sexual diversity and the non-discrimination of people based on their sexual orientation or gender identity through the development of programs and projects for care, information, training, awareness and awareness, that make of our cities and towns safe spaces for sexual diversity in all its manifestations.

- We condemn any type of aggression, including both physical and verbal violence, humiliation and contempt towards LGTBI people in our country and we commit ourselves to continue working on the information and training of the Local Police.

- We affirm that equality policies are not possible without the City Councils.

For this reason, we claim the need to provide local authorities with the competencies in this area as well as sufficient means and resources to, in collaboration with the Government and the CCAA, ensure the proper implementation of all policies and initiatives necessary to ensure the effective equality of people in all our towns and cities. "

Regarding the institutional declaration on the implementation of the Degree of Tourism in the UPCT, it stated that "the Plenary Session of the City of Cartagena, urge the Ministry of Education to convene, as quickly as possible, the University Council to give the approval of the implementation of the Degree of Tourism in Cartagena, thus being able to continue with the appropriate procedures, being able to give the opportunity to the students to enroll in the academic year 2018-2019 ".

MOTIONS

The municipal party of the Popular Party opened the turn of motions with the one presented by the spokesman, Francisco Espejo, on the creation of a Commission of Social Participation for the arrival of High Speed ​​to Cartagena, which has been approved with votes in favor of MC Cartagena and PP;

against CTSSP and Socialist group;

and abstention of Citizens.

The councilman of the Public Services Area, Juan Pedro Torralba, argued in the explanation of vote that, his position against, was justified by the announcement of the mayor to reactivate the Social Council of the city in which, among other issues, is approaching the arrival of the AVE.

The motion approved establishes "that the Plenary of the City of Cartagena, urges the municipal government, the creation of the Committee of Social Participation to give greater transparency and participation in decisions that may affect the arrival of the AVE, and report and collect the opinion of Cartagena civil society on the projects, deadlines, planning of the works and decisions within the framework of the High Speed ​​Cartagena Board of Directors, and to make decisions based on maximum consensus and responsibility ".

In addition, it also includes "the Mayor convened as soon as possible this committee, with the intention of informing all its members about the latest progress and clarify whether the decision taken by the PSOE to delay the arrival of the AVE to Murcia affects the deadlines of his arrival in our municipality. "

In another of his motions, the popular group, specifically the councilor Esperanza Nieto, requested the resignation of the councilor of the Area of ​​Sustainable Development and Public Function, Francisco Aznar, being approved with the votes in favor of PP, MC and Citizens;

against PSOE and abstaining from CTSSP.

The spokesperson of the Socialist group, Obdulia Gómez, opposed this request, highlighting the improvements in personnel and Citizen Security with the current municipal government.

Motion approved: "The City Council requires the socialist councilor Francisco Aznar to present his resignation imminently and, if he does not do so, that the mayor Ana Belén Castejón dismisses him from his post for having infringed the rules of this City Council and for his benefit. for its disastrous management in matters of Citizen Security, Commerce and Personnel. "

The spokesman of the popular group, Francisco Espejo, defended another of the motions in have seen the green light, on the use of the premises of the OJE: "That the Plenary Session of the City Council to the Department of Social Affairs to renew the agreement of transfer of the local with this association so that it continues carrying out its activities in this, since this decision, based on the lack of space is not understandable due to the large number of closed low available to the City. against Socialists and CTSSP, and the abstention of Citizens.

The plenary session continued with another motion of the popular group, presented by the mayor Esperanza Nieto, on "the real recovery of the police units, UCECO, UCEMA and the Market Unit.

The delimitation of the competences of each of them for the performance of the functions of each service and provide them with the necessary number of members to ensure its operation covering the real needs in terms of schedules and skills.

About the municipal aid to Elite Athletes of Cartagena, a motion was formulated by the councilor of the popular group Carolina Palazón, requesting:

"- That the Plenary Session of the City Council, urges the municipal government to authorize a new subsidy line with scholarships to individual elite Cartagena athletes or with high national and international projection, which complements the grants granted by the Autonomous Community of the Region of Murcia.

-Creation of a technical work table in order to consensually regulate the different criteria to set the financial contributions of these scholarships.

The motion has been approved with the votes in favor of PP and Cs, against CTSSP and PSOE and abstention of MC.

The vote against the socialist group was explained by the councilor Obdulia Gómez, remembering that the Autonomous Community is the competent one in this matter, although from the Town hall it is closely supported to these athletes.

In any case, said the mayor this year there is no budget and will be seen if possible for the next, although subsidies to clubs and bonuses approved by the governing board are maintained.

The popular group concluded its turn of motions with the initiative, finally approved, which includes:

"That the Plenary Session of the City Council of Cartagena urges the Government to present, within a month, the initial approval of the Municipal Regulations of the Taxi, agreed with the sector.

That the Plenary Session of the City Council of Cartagena urges the mayor, as soon as possible, to sign a decree, until the approval of the Municipal Tax Regulations, which regulates the second day of delivery in stop and station services, with the objective is to improve the service and reduce the workload ".

Presented by the popular spokesman, Francisco Espejo, has gone ahead with the votes in favor of PP, MC and Citizens, against PSOE and abstention from CTSSP.

According to the councilman of the Public Services Area, Juan Pedro Torralba, the vote against the socialist group is because they are already working with industry associations in the processing and approval of the ordinance.

The Socialist group has also presented a motion, in the voice of the spokesperson, Obdulia Gómez, which has been approved with votes in favor of the rest of the municipal groups, except the popular group, which has abstained, and which establishes the following around to the protection and defense of pets:

City of Cartagena urges the Government of the Autonomous Community of the Region of Murcia:

Regarding the initiatives of CTSSP-Podemos, the motion submitted by councilor Francisco Martínez has been approved, whereby "The Plenary Session of the City Council agrees:

1º.- Urge the Ministry of Education and Vocational Training to design and sign a real stability plan for the interim teaching staff based on people and not on the squares, and to establish a system of access to the public teaching function just for the staff interim teacher based on article 61.6 of the EBEP.

2º.- To urge the CARM to review the current agreement of the interim teaching staff so that, in spite of the results of the selection tests of this course, the interim teachers who have worked until now will be guaranteed greater stability based on its age and chronological age, since as these selective tests are established, a social problem may be the cessation of the teaching functions of professors with more than 50 years that may have real difficulties for them. find a new job in the labor market after a long experience dedicated to public service.
