MC will demand that the municipal government authorize the dog parks that facilitate the recreation of pets in the city (25/06/2018)

The Municipal Group MC will present at the next Plenary an initiative to claim the local government that processes, as soon as possible, the implementation of dog parks that provide pets with exclusive recreational places where they can walk or run under the supervision of their owners.

The proposal, which will be presented by the Councilor Isabel García, advocates that priority be given to one of them in the center of the city for the lack of space, picking up the neighborhood demands that, in the absence of the socialist government, have demanded these spaces that were projected next to the Parque de la Rosa, finished but closed to the public.

Garcia recalled that the City Council has carried out, between May 28 and June 2, a campaign that was "a real persecution for the residents of the center and the city in general."

In this regard, the mayor has stressed that according to neighbors "the police, in a probable fundraising effort, fined those who left their dogs in places such as parks, plots or vacant, all without a prior verbal warning or warning" .

In the same way, it has affected that of the 122 fines filed during this period, only a few were related to faeces, despite this being the most flagrant problem.

Recognition of animals as living beings

Deepening in this aspect, Isabel Garcia explained that on December 13, the Congress approved, unanimously by all political parties, that animals are no longer considered things and, instead, are legally recognized as living beings' endowed with sensitivity'.

This fact gives the animals more rights and, at the same time, implies more obligations for the owners, such as providing them with a minimum of daily exercise.

This obligation is contained in the Municipal Ordinance of Protection and Tenure of Animals of Company of the City of Cartagena that in its article 6 establishes that 'the owner of an animal of company should favor his physical and healthy development, as well as an adequate feeding, education, accommodation and recreation.

Finally, García pointed out that "all the cities that pride themselves on being one, have one or several dog parks or the so-called 'pet friendly' zones." In the 21st century, society boasts of its conscience against animal abandonment and mistreatment, as well as the need to welcome and adopt pets, but often the owners have problems and insurmountable obstacles, which throw back many of the people who consider picking and caring for an animal.
