Padín renounces the presidency of the Hydrogea Commission for "not giving himself the minimum conditions for his good development" (08/06/2018)

The spokesman of the Municipal Group of Citizens in Cartagena, Manuel Padín, today announced his resignation from the chairmanship of the Commission of Investigation of the services of potable water supply and sanitation.

The orange spokesman today sent a letter addressed to the mayor of Cartagena, Ana Belén Castejón, in which he has formally submitted his resignation and explained in detail the reasons that have forced him to make this decision.

"I started this Commission with the will to work phase by phase, analyzing and clarifying each of the six points of this commission, but I warned from the first minute that I was not going to allow this to become a useless media circus and neither a platform to carry out defamatory electoral campaigns ", Manuel Padín explained, who does not want" more tension and confrontations, Cartagena can not be an open political war. "

The Hydrogea Commission was constituted on March 12, 2018, thus fulfilling the motion proposed by MC and CTSSP-Podemos in the extraordinary plenary session of January 2018. At its constituent meeting, Manuel Padín, councilor-spokesperson of the Citizens Group, was appointed by the mayor of Cartagena as president of the Commission.

There it was agreed, unanimously by all the members, to follow the list that listed the approved motion, which expressed the following:

1. The knowledge and evaluation of the cost and rate studies carried out since 1992, as well as the procedure used in them.

2. The possible subcontracting to third parties or companies of the HIDROGEA business group of jobs and services.

3. The contracting by the concessionaire of investment works with the municipal approval.

4. The management and use of the so-called "surplus" for the year 2012.

5. The reality or not in terms of its execution of the works that justified the modification of the contract in 2003 (known as "extension").

6. The presumed responsibilities that could be derived ".

In this same session, a series of documentation was requested by all the municipal groups to analyze it and, after allowing a prudential time for the study, taking into account the coincidence of the Easter holiday period, reconvene the Commission.

In this same session there was a change of secretary of the Commission, since the previous intervener happened to occupy the General Secretariat of the Plenary.

On April 12, the documentation requested by the Municipal Groups in the session of March 20 was again requested, through the secretary, to the appropriate departments, and reiterated on May 4, the date on which it was issued. received in the General Secretariat part of the requested documentation, after which e-mail was sent to all the members of the Commission for their knowledge.

On June 1, another email was sent again to the members of the Commission, informing them that all the requested documentation was already available, as well as the digital support in which it was collected, and begging them to come to review it to be able to reconvene a new meeting.

On June 6, the General Secretariat reported that no group had come to review the documentation.

Only after the intervention of Manuel Padín in the last plenary session in which he reproached the political groups for their disinterest, "CTSSP-Podemos went yesterday and MC today to San Miguel to view some documents".

The spokesman for Citizens has assured that "since the constitution of this Commission, some political groups have continued presenting initiatives in the plenary sessions and launching public communications with unilateral investigations on issues that are the subject of the Commission, such as the alleged irregular subcontracting, "and in addition, very serious public accusations against me have been made, such as that I am deliberately delaying the work of this Commission for alleged orders of the Socialist Group and for a supposed collusion with the company Hidrogea." "Continually accusing us of blockade and lack of of will, when this presidency is the only one that has been informing all its members punctually of all the circumstances related to the Commission, is of an unbearable and unjust political baseness, "said Padín.

Taking into account the lack of will of work of some and the little respect to this commission, after the public defamation without foundation, and after the refusal of some formations to limit to this space of investigation the questions related to its object of study, Manuel Padín considers that the minimum conditions for its development are not met and is not willing "to contribute a second to this farce or to feed a play that is being interpreted with a view to the municipal elections of 2019", and considers that "this is not the work that I have come to play in the Municipal Corporation," and that "the Cartagena people do not deserve to be happily playing with something as important as this public service, both because of its nature of first necessity and for the economic effort they have to make each year. "

"We will continue fighting for transparency, oversight and control of those companies linked to the City Council, and actively collaborating with the Investigation Commissions that are open, who has made it pay for it, and that the courts decide," he said. informed Padín, who in the letter sent to the mayor also calls for the immediate appointment of a new president.

Criticism of the City Council by the Research Commission of La Mar de Músicas

As for the Research Commission of La Mar de Músicas, Citizens has reported that the research work and regular meetings of the commission were happening normally until last March, the official appointed to perform the duties of secretary of the Commission was transferred to the City of Murcia.

At that time, the president of the Commission requested the appointment of a new secretary, "the designation became effective and all the documentation was transferred to the new secretary, informing her and helping her as much as possible," explained Manuel Padín.

However, on May 9 and at the request of the designated official, the president of the Commission sent an email to the General Secretariat requesting the relief of the latter due to the excessive workload for which he could not adequately perform the tasks they had entrusted him in relation to the Commission.

"Almost a month after this request has not proceeded to designate a new Secretariat of this Commission," complained Padin, who has reported that "we have requested again, and I hope that we respond in the coming days, otherwise I I will also be forced to abandon the presidency of this Commission. "

On the other hand, Manuel Padín thanked the titanic effort and the magnificent work done by the current secretary of the Commission, and expressed his deepest and sincerest thanks to the previous secretary who ceased.
