Ten lines will guide the Cartagena Employment Strategic Plan (01/06/2018)

Ten lines will centralize the objectives and actions of the Strategic Employment Plan for Cartagena that was presented this morning by the mayor, Ana Belén Castejón, at the Local Employment Desk.

The document, which will now be submitted to the consideration of the municipal groups and which is expected to be operational in September, includes the contributions made by public administrations and different social and economic agents integrated in the table.

Precisely one of the objectives of this plan, as stressed by the mayor, is that it was agreed by all the actors that affect the creation and promotion of employment.

To this end, in July 2016, the local employment board was set up, one of its main commitments upon reaching the Government, which created two committees: one for training for employment and the other for economic strategy.

In February 2017, the economic strategy commission agreed on the preparation of a strategic plan with the contributions of the participating agents.

On January 26, the commission collected the information and established a period of four or five months for the preparation of the draft that has been submitted.

As explained by Castejón, this plan intends to contribute to active employment policies that can be put into practice by bodies with direct competences in terms of employment, being the first experience in our municipality where an agreement on this matter is adopted.

The UPCT and UNED public universities, UGT and CCOO trade union organizations, the COEC business organizations and the Chamber of Commerce of Cartagena, the public agencies, the Murcia Institute for Development (INFO) and the Regional Employment Service have participated in its preparation. Training (SEF), all with the purpose of coordinating institutional efforts to boost the economy, create more companies, promote entrepreneurship and generate economic conditions for the municipality of Cartagena to be a leader in economic development and especially in the creation of stable and quality employment.

Once analyzed the current context of the municipality of Cartagena, a diagnosis has been made of both the economic situation, in its various sectors, industry, tourism, agri-food, trade and technology, taking into account the Economic Development Report of the District of Cartagena ( COEC 2016), as well as the labor market in Cartagena, based on the Report on the labor market and unemployment in Cartagena 2007- 2017 prepared by the Municipal Observatory of the Local Development and Employment Agency of the City of Cartagena.

The conclusions of the aforementioned diagnosis have allowed us to know both the economic focus of intervention, the urgent need to activate employment in our municipality, as well as the legal and strategic viability of the plan.

The ten strategic lines that are marked are the following:

Energize the tourism sector

Dynamize the reindustrialization

Dynamize agri-food activity

Strengthen the aquaculture sector

Dynamize the trade

Promote new technologies

Strengthen the nautical and fishing sector

Promote inter-organizational training for the sectors, industrial, construction, tourism, agro-food, commerce and technology

Promote the social economy

Foster the relationship between the business sector and the university community

These lines are developed in different concrete objectives and different actions to carry them out, indicating the entities responsible for compliance, as well as which entities to involve in achieving them.

Once the plan is underway, it will be evaluated by the Local Employment Board, composed of the social agents indicated, as well as the Municipal Government and political representatives of all the parties represented in the City Council, in view of the reports provided by the entities responsible for the different strategic actions and objectives, in relation to the expected indicators, although coordinated by the Municipal Area assigned to the Employment competencies, and, where appropriate, the Autonomous Organization, Local Agency for Development and Employment (ADLE).

Finally, it has been estimated that in order to carry out the Plan's objectives and actions, the personnel resources of the intervening responsible bodies, as well as their material, economic and budgetary resources, are sufficient.
