The government team keeps open all negotiations with the other political groups to approve the municipal budget of 2018. The government is willing to negotiate each of the amendments made by the opposition, as long as they are realistic proposals and can be assumed by the City Council from Cartagena.
In this sense, the negotiations for the Plenary have slowed down because neither PP nor MC have submitted their amendments yet, which has prevented the technicians from starting to work on them.
The Finance and Interior Information Commission, meeting this morning, under the special presidency of the mayor, Ana Belén Castejón, has unfavorably reported the proposal regarding the project of the General Budget of the City Council for the year 2018, as well as the Budgetary Plan for the period 2018-2020.
The vote has had the position in favor of PSOE and Citizens;
and against PP, MC Cartagena and CTSSP.
Before the vote, the mayor explained that the five technical reports of different municipal services were already on file, indicating the legal possibility of approving the budgets in plenary, lacking prior approval of the budgets of any of its autonomous agencies.
The technicians, present at the meeting, have verbally argued their position, based on the superior nature of the full body of the corporation over the autonomous bodies, whose final decision remedies the absence of prior approval.
In spite of the unfavorable opinion of the commission, the budgets will continue in their processing, being foreseen that they can be debated in the plenary session next Wednesday May 16.
APPROVED THE APPLICATION OF THE 2017 SURPLUS
However, the Commission has favorably recommended the proposal of the Councilor for the Area of ​​Economic Strategy and Finance, Carmen Martín del Amor, regarding the modification of the General Budget of 2018, extended in 2017, for the application of the municipal surplus.
The opinion has counted on the favorable votes of the PP, PSOE and Citizens, and the abstentions of MC Cartagena and CTSSP.
The proposal reflects the agreement reached by the municipal government of the PSOE with the Popular Party and Citizens, so that the surplus for the year 2017, amounting to 12,561,272.50 euros, is earmarked for the early repayment of loans from the company Casco Old (4,707,261.90 euros);
payment of invoices to suppliers (5,354,010.60) and financially sustainable investments in neighborhoods and councils, valued at 2.5 million.
Among other actions, financially sustainable investments include three works in high demand by the residents of the municipality, namely the La Palma football field, the pool cover of La Aljorra and the continuation of the Vía Verde in Barrio Peral.
In relation to this, the government team has stressed that the same that brought the full municipal residents of La Palma and La Aljorra today have not supported the works they demand
Likewise, a plan to improve urban bus shelters will be implemented, as well as works in the neighborhoods and county councils, decided by the residents themselves.
To improve the state of the infrastructures located on the Mar Menor coast, 340,000 euros will be allocated and actions will also be carried out in neighborhoods that were left out of the projects approved in the Participatory Budgets of 2017, such as the Barriada de Villalba, Virgen de the Charity, Neighborhood of the Conception, San Ginés, Torreciega or San Antón.
