UPyD of Cartagena presents views on the General Urban Plan (Plan) (27/01/2009)

Note from UPyD:

The Coordinator of the Local Committee in Cartagena UPyD presented today at the Planning Department claims the General Plan.

This has been taken as reference and the written submissions provided by ADEPA (Association for Protection of Heritage of Cartagena).

The allegations relate primarily to defense-related aspects of their heritage and the changes on the delimitation of conjuntohistórico of the city, which excludes the current wording of the General Plan, areas and locations referred to in the declaration of BIC (Well of Cultural Interest ) in a Royal Decree of 1981, such as the environment of the Arsenal, the Rambla de Benipila, media Cartagena dock, the whole area of Santa Lucia, the Castle of the Moors and the CIM, which included, until now, the environment BIC "Historic Ensemble of Cartagena."

It is therefore a boundary change unjustified and arbitrary.

It is considered that the 2008 General Plan has no ability to amend the provisions of Royal Decree and therefore must comply with the limits and environments described in the Royal Decree of the historic Joint Declaration of Cartagena.

Were also presented, among others, statements regarding the criteria for construction of the area near the district of Santa Lucia, in which there is a possibility of constructing buildings up to 8 plants in the sea, which would cause an effect " screen on all built and built behind the line.

More reasonable to believe that the maximum building height are the end zone, leaving front-line construction at elevations below.
