Citizens Movement confirms "serious consequences for the safety of people in the auditorium El Batel" (26/12/2013)

Faced with a possible evacuation, the study reveals areas where the public would be trapped, external paving impassable for fire trucks or erroneous signals outside regulations

The political formation calls for the immediate cessation of the activity in this building until all irregularities are remedied.

City of Cartagena (MC) Movement has commissioned an external expert report on the auditorium "El Batel" in order to assess the state of security offered and submission to the laws, as well as the basic documents for the Technical Code, the result has been, as stipulated by the conclusions thereof, to a possible need for evacuation "could have serious consequences for the safety of people using the building."

Among the main weaknesses identified in the report were that "there inappropriate evacuation routes with partial fillings and even totals in its path, causing areas of possible entrapment" and the pavement surrounding the auditorium is "inappropriate and impassable heavy vehicles "as" set consists of the pavement tables at a few points, "which you can prevent the passage of a tanker truck fire that would sink.

Similarly, the study commissioned by MC shows that this building contains "non-standard labels insufficient visibility and improper placement," noting "the existence of erroneous and inadequate signage on evacuation routes and emergency exits", or for example, that hydrants equipped "have inadequate or no protection", being "difficult to locate" and having "poor and inefficient signaling."

Another point that catches the attention of the report is the signs on the doors with panic bars, when in fact these bars are not installed and the opening is "wall push through difficult visibility," which qualifies the expert report "high gravity".

NEW MADRID ARENA

For José López, MC councilor in the city of Cartagena, "This situation is intolerable, viewers who flock to" El Batel "are at serious risk of something happening to them what happened in the Madrid Arena".

In addition, Lopez added, "This building has no license to operate."

Therefore, MC councilor has asked the City Council through a motion that "all activity is suspended until the audience get correct each and every one of the weaknesses that can be seen with the naked eye and is conditional reopening to obtaining the relevant licenses. "
