70 businesses are started in the last two months with city express licenses (06/06/2012)

About 70 businesses have achieved over the past two months for municipal authorization to get to work, through a procedure reduced from 10 days, called express license.

The area councilor Planning, Environment and Heritage, Joaquin Segado, was pleased with these initial data, which show the goodness of the measure taken to eliminate unnecessary administrative burdens and to support entrepreneurial initiatives.

The ordinance regulating the activities express came into force on April 9.

It consists of a municipal law that significantly reduces the time taken to grant licenses to ten days and affects about 70 percent of businesses that open in Cartagena, according to the councilman.

Specifically, those who have already been authorized are small shops of clothing, jewelry, offices, business offices, bakeries, stationers and salons, among others.

Mowing considers this as a clear commitment to small and medium enterprises, since in a period of one week and a half, any entrepreneur can have everything ready to go legally.

The council has concluded by stating that the City will pursue this line of support to business initiatives, on the same line that works well in the National Government to change legislation to streamline administrative procedures.

COMMUNICATION "N TEN DAYS PRIOR

The ordinance of administrative simplification or express license as it is known, streamlines the licensing activity, replacing the licensing process for a simple advance notice, in those activities that do not require special procedures: in particular, all references a change in ownership, new commercial activity of no more than 1,000 square meters or bars without music.

Outside the express license are activities that require special environmental permits, as is the case of livestock, and those implemented in protected environments from the standpoint of equity or listed buildings, which will have to follow its course usual.

The prior notification procedure is to inform the City Council with 10 days notice to be starting a business, with three attachments: the declaration of the person meets the requirements of the technical certificate and certificate of urban facilities, documents with those in the specified period, you can start your business legally.

Another novelty of this ordinance is that it introduces the requirement that all documentation is submitted in electronic form, which all files are hosted on secure servers that can access technical and legal.
