The City Council increased the persecution of uncivil behavior (29/09/2011)

Full Cartagena City Council is expected to approve at its next meeting on Wednesday, October 5 changing the street cleaning ordinance to more effectively pursue uncivil behavior of citizens.

This change will be following the same full approval of the new general system of penalties, extending the deadlines to avoid expiration of the fines process and allows the reduction of 30 per cent of the amount when performing voluntary payment of the same.

The amendment to the ordinance is included in the additional provisions of the new penalty regime.

For this new wording of Article 45 of the street cleaning ordinance to enter the offense of "spitting, defecating and urinating in public," currently sanctioned by the Good Government Ordinance 1926 and had no legal cover.

Also added to "discharge of water from air conditioners to public roads, as well as from watering plants or any other activity involving water drain or vent without taking adequate precautions to do not pour water on the public highway "and" change of oils and other liquids or make repairs to the road when involving the contamination of the street or public spaces "by the allegations and complaints that have been generated.

All these behaviors are considered misdemeanors, punishable by fines of up to 750 euros.

As explained by the Councillor for Hacienda Fatima Suanzes, this is a first amendment of the ordinance for street cleaning, as in the coming months will undertake a more in depth.

Minor offenses are considered:

1.

The breach of the duty of cleaning the road surface by the holders of licenses granting rights to the occupation of that for the exercise of their activities.

2.

Throwing the street or the sewer system any waste for pedestrians and vehicle occupants and operators engaged in loading or unloading of vehicles.

3.

Washing and cleaning of vehicles on public roads, as well as changing the oil or other liquids or make repairs to them, when they involve the contamination of the street or public spaces.

4.

Manipulation or selection of waste deposited for collection by the cleaning service.

5.

Failure to set schedule for cleaning the home or businesses and fixed facilities.

6.

The improper storage of rubble when their volume is less than one cubic meter.

7.

Spitting, urinating or defecating on public roads.

8.

The water discharged from the air conditioning to public roads, as well as plants from irrigation or any other activity involving water drain or vent without taking the necessary precautions so that the water is not discharged the public highway.

9.

The exhibition of products outside the scope of businesses or establishments.

10.

The deposit in the streets of waste outside the established schedule for the provision of staff responsible for waste collection.

11.

Throwing garbage, debris on lots or open space public or private property.

12.

The non-use for storage of waste containers and storage containers or standard unclassified where this has been established.

13.

Failure to comply with the rules for the use of containers.

14.

Delivery to different person.
