ANSE: "The city of Cartagena should avoid a number of buildable sites in the municipality inadequately protected by the General Plan" (03/05/2011)

The Directorate General of Planning, Evaluation and Environmental Control has issued a decision regarding the Environmental Report for the proposed General Plan Municipal Management of Cartagena by the current municipal corporation.

The document states that "the natural terrain not included in protected areas (wetlands, woodlands, habitats of Community interest, recognizable populations of protected species, trees, geological sites ...) should be included in a category of land to guarantee its protection .

According to that resolution, including areas with natural values ​​that should be preserved with a figure higher than that of Inappropriate undeveloped land are "the environment of LIC of Victories and the Pericón Cabezo, Environment of The Algameca, head of the Caño and Sierra de Pelayo, Cabezo environment of San Pedro, Lo Campano and Sierra Gorda, Western and Eastern Rajao Cabezo Alums, Environment Regional Park Mount Calblanque Ashes and Peña del Águila, Head of Alvarez and coastline around the lagoon of Mar Menor from Los Alcazares and the urbanization Playa Honda. "

The resolution continues to emphasize the high natural values ​​Cala Reona Sector that have been included as developable land.

However, not clear about the classification of the area, nor of other sites that the Directorate General of Natural Heritage and Biodiversity suggested that should be protected, as with the pine forests of Huerta Chaise (Atamaria) declared today as part of developable .

The Association believes that the resolution of the autonomous region will improve the level of protection of many sites that are not part of protected areas, but will not prevent excessive growth of urban and industrial land in the municipality, increasing the sustainability of the model zoning .

In addition to the allegations made by ANSE, which highlighted the significant deficiencies in the document approved by the City Hall, the General Directorate of Natural Heritage and Biodiversity of the Autonomous Region had issued a report highly critical of the General Plan, which highlighting inter alia the inclusion of over 800 hectares of natural habitats of Community interest without sufficient guarantees for their conservation: more than 200 hectares were declared even residential development land.

ANSE claims that the resolution would allow urban development on Novo Carthago (between 8,000 and 10,000 new homes south of the Mar Menor), referred to in the re-113 of the General Plan, without carrying out the environmental restoration of the protected space of Lo Poyo, to forced him to downgrade the process of soils, but requires the council to develop adequate protective strip, which was already covered in the final Environmental Impact Statement.

Other interesting aspects of the resolution are required to establish a range of 100 meters of protection around protected natural areas where urban development should be avoided, the addition of a mapping of habitats of Community interest for conservation standard and / or restoration and detail delineation and inventory of sites with soils that are potentially contaminated.

ANSE expected that the final document to be made by the City before final approval by the Autonomous Community adequately incorporate the suggestions of the Resolution of the Directorate General of Planning, Evaluation and Environmental Control, as well as those made by the General Directorate of Natural Heritage and Biodiversity and the association itself, avoiding many of the negative environmental impacts that are included in the General Plan adopted provisionally.
