Citizens request the inclusion of the Cartagena Neighborhood Federation in the Local Safety Board (11/04/2018)

- One of the issues that the Federation wants to put on the table of the Board is the necessary redistribution of powers in the Security Forces in certain areas of the municipality to optimize resources and streamline the use of troops

- The orange training spokesman, Manuel Padín, met last night with the new FAVCAC board of directors and committed himself to promote and reactivate the review table of the General Plan for Urban Planning (PGOU)

The Fernando Garrido Neighborhood Federation (FAVCAC) has met with the spokesperson of the Municipal Citizens Group to present the main lines of work of its new board after the recent arrival of Leandro Sánchez to the presidency.

This is the first meeting held by the new Federation with an opposition group in the City of Cartagena.

One of the most prominent topics during the meeting was the growing sense of citizen insecurity that is perceived in Cartagena.

The wave of robberies that is intimidating the residents of La Loma de Canteras and the latest episodes of robbery and destruction in schools Asdrúbal, Lo Campano, Aníbal, Los Mateos and Nuestra Señora del Mar in Santa Lucia has reaffirmed in the Federation their interest to be an active part of the Local Safety Board.

Citizens have consulted the Royal Decree that regulates the composition of the Local Safety Boards and has been able to verify that in its fifth article, section 3b, it is said that the presidency, which falls on the mayor, can be invoked on the basis of the specialty of the matters to be discussed in the sessions of said body to other authorities, officials and entities that, due to their functions, knowledge or technical capacity, are deemed necessary.

For Manuel Padín, "from Citizens we understand that the Federation can and should bring its extensive knowledge of the needs of Cartagena in terms of security to this Board and we are convinced that they will enrich with their complaints and proposals the effectiveness of this collegiate body that Its mission is the cooperation and operational coordination of the Security Forces that intervene in the municipality.

The spokesman for Citizens has announced that his group will ask at the next ordinary plenary session for the inclusion of a representation of the neighbors in the Local Safety Board.

On the other hand, the president of the Federation of Neighbors, Leandro Sánchez, regretted during the meeting that this Board only meets to organize the devices of Holy Week or for the celebration of Carthaginians and Romans;

the local president assures that there is a lot of room for improvement to make this body more useful to citizens.

Manuel Padín recalled that the Ministry of the Interior "can order any body to assume, in certain areas or nuclei, all or some of the exclusive functions assigned to another body;

I believe that we must open this debate to achieve the optimum use of available means and a rational distribution of troops. "

PGOU and AVE

The main demand that yesterday the Federation of Neighbors of Cartagena moved to Citizens, is to reactivate as soon as possible the review table of the General Plan of Urban Planning (PGOU), and to be as plural and participatory as possible;

In this sense, they lament the time lost since the judicial annulment of the previous one, in 2015. For its part, the spokesperson for Citizens in Cartagena said that the transitory rules that are going to be implemented are "absolutely necessary" to reactivate the paralyzed projects, generate income and jobs (600 homes, and business expansions in Escombreras) and to avoid serious damage to the public coffers due to the millionaire claims of the builders.

Leandro Sanchez says he fears that the transitory rules that must be applied imminently in the municipality to unblock projects and investments in the short term millionaire, be extended and applied permanently pending the new General Plan.

Among other problems, the FAVCAC suspects that the permanence of the transitory measures could lead to a possible uncontrolled expansion of the Valley of Escombreras that will affect the residents of Alumbres.

For his part, Manuel Padín said that his group will work to convene as soon as possible the table of the new PGOU and that it will control that the transitory rules fulfill their purpose in the foreseen time without exceeding their functions.

For the Federation, the elaboration of the new PGOU from scratch is a "unique opportunity" to reflect once and for all what Cartagena wants to be in the next 10 or 15 years and to modify the railway route before the arrival of the AVE to avoid the division and the isolation of certain towns of the municipality such as Torreciega, Barrio Peral, Virgen de la Caridad or Lo Campano, among others.

In this sense, Leandro Sánchez announced that the Federation is preparing a concrete proposal that will transfer all the political groups in brief dates.

Increase control over the large concessionaires operating in Cartagena, demand the recovery of contaminated land, demand quality public health, improve the process of participatory budgets, and demand more investment for the districts and county councils and thus avoid discrimination with Regarding certain areas of the city center, there are other unrenounceable objectives that neighbors have marked on their roadmap in the short and medium term.
