According to Citizens, it is an extensive law, 347 articles, 53 Additional Provisions, 5 Transitory Provisions, 1 Repealing Provision and 16 Final Provisions, and will entail numerous changes with respect to the previous legislation for contracting in the public sector, among which , the changes in the award criteria, the intensification of competition, the increase in the participation of small and medium-sized companies, measures to combat fraud and corruption are also introduced, administrative procedures are reduced and simplified, an exhaustive regulation in the profile of the contracting party and the procedure for the appeal is modified substantially with respect to the controversies that may arise in relation to the actions related to the preparation and awarding of the contract.
