Citizens request at the meeting of presidents an express regulation for the development of the Commissions of Investigation (28/02/2018)

- The spokesman for Citizens has also asked all political formations that as far as possible "avoid taking matters related to the matters under investigation to the Plenary, if we do not understand that there are forums specifically created to deal with matters, and that the ordinary Plenary it's another thing, the plenary sessions will continue to be a never-ending hodgepodge of collapsed topics that do not go anywhere "

The Municipal Citizens Group has taken advantage of this afternoon's meeting convened by the mayor of Cartagena, Ana Belén Castejón, with the presidents of the Municipal Research Commissions to reaffirm the commitment of Citizens with these instruments to improve transparency and municipal work, but also to transfer the need for an express regulation for this type of commissions, "we want to promote the study of a specific regulation for the correct development of these bodies and that should include the Organic Regulation of the Plenary (ROP); we agree to specify what issues can be taken to this commission, if they exclude or not facts that have led to the opening of criminal proceedings, that the object and municipal competence of the investigation, its periodicity, the maximum duration, the reserved or public nature of the sessions, the possibility or otherwise of

retransmission, the composition of the same, with the presence or not of internal and external consultants, among other issues ".

The spokesman for Citizens has warned that "badly carried can produce the opposite effect to that intended, ie, distort the facts, divide the positions of political groups to make a consensus report impossible, distort reality in an interested way to fit it with the electoral program of turn and although they have been born with a noble purpose they end up turned into mere instruments of political propaganda ".

"When this happens," says Padín, "we councilors are losing precious time to devote to other useful and beneficial things for citizens."

"It is also worth asking about the ability of this Corporation to investigate various facts, what is the limit?" Asked Manuel Padín, can we set up 50 or 100 investigation commissions without prejudice to the daily work we must do for the good of the citizens?

It does not seem reasonable or possible to investigate and accumulate so many issues and wait while they serve for something useful, "said Manuel Padin who recalls that unfortunately the existence of nine investigative commissions has not prevented to bring to the ordinary plenary its objects of investigation , which has promoted the saturation of the plenary sessions, in this sense, the spokesman for Citizens has also asked all political formations that as far as possible avoid taking matters related to the matters investigated to the Plenary, "if we do not understand that there are forums specifically created to deal with some issues, and that the ordinary Plenary is something else, the plenary sessions will continue to be an interminable hodgepodge and collapsed of issues that do not go anywhere. "

In addition, the orange spokesman has shared the fear that "some political groups in this City Council are taking advantage of democracy to attack democracy, that is, trying to saturate and boycott municipal activity and government action by promoting an unaffordable number of commissions".

Commission of the Sea of Music

As president of the Commission of the Sea of Music, Manuel Padín has reported that this body "moves forward at a good pace" through the analysis of the requested documentation, ie the files of the treasury departments, recruitment and various reports of Intervention of the last five editions of the festival.

"We hope that for the next session the analysis phase will be finished, and then, among all the groups, we will be able to decide the appearances to shed more light on the economic management of this festival," said Manuel Padín, who pointed out that "we are trying to know the reality of this sector, is a very complex issue. "

The Commission, which is still in an embryonic stage, tries to discover if the management has been adequate and that the costs meet the reality of the executed and there are, for example, duplication in the collection of some work or irregular deviations .
