Cs gets the Cartagena City Council to commit itself to establishing the Sports Observatory in two months (12/02/2018)

- The orange training has also asked about the "botched" in Santa Ana and Los Mateos, the work table to assess the possible purchase of the prison of San Antón, the ordinance and the feasibility study of the taxi sector in Cartagena , and for the performance of the Heritage Coordinator for the recovery of the San Ginés ashlar

The Group of Citizens has used their turn to supervise and control the Government action in asking five questions.

Bumpers in Santa Ana and Los Mateos

On the occasion of the complaints of the residents of the Santa Ana Industrial Park who consider "the very poor project" of the cycle path for which the City Council invested 74,000 euros, and the complaints and indignation over the completion of the access works to the Aníbal public school in Los Mateos and the steeple of Calle Trinidad in which 18,000 euros were invested, the orange training spokesman has requested explanations from the Government for these "botched" and has asked for a solution for both.

Ciudadanos also recalled that in the past month of October presented a request requesting the review by municipal technicians of bike lanes and cycle paths of the municipality;

"This request was collected by the local executive, however, to this day we are not aware that the City Council has done anything to review these lanes and paths," said local spokesman, Manuel Padín.

The Socialist councilor, Juan Pedro Torralba, has responded that they are reviewing, as requested by Cs, bike lanes and cycle paths and that are waiting for approval of the municipal budget to work on them with sufficient investment.

As for the deficient works in Santa Ana and Los Mateos, Torralba has reported that it has asked the responsible companies to eliminate the poles that block the passage of the cycle path, but that with respect to the tree, there would be no other solution than to cut it down .

Regarding the stepping and pedestrian crossing in Los Mateos, Torralba has informed that vertical signage will be eliminated as it is considered an unnecessary danger, and that the project will be modified to take into account the luminaries in the middle of Sidewalk.

Observatory of Sport

The spokesman of the orange training, Manuel Padín, wanted to remember that his Municipal Group presented in April 2017 a proposal for the implementation of an "Observatory of Sport and Physical Activity in Cartagena" whose objectives should be to analyze the sporting reality of Cartagena from a multidisciplinary perspective.

The motion was approved unanimously but despite the time that has elapsed, almost a year, it has not been carried out.

Manuel Padín has asked about this issue and has publicly asked the new Sports Councilor, Obdulia Gómez, to take this sector more seriously than his predecessor in charge, "I hope that the first thing you have done when taking command of this Concejalía has been reviewing the mandatory plenary agreements that have to do with their new areas of responsibility to put them into practice, "said Manuel Padín.

For the orange training spokesman, "with this initiative we respond to the need to obtain a broader knowledge about the present of municipal sport, but we will also be able to plan a roadmap for its future, and I am sure it will help our Administration local to plan their public policies in this matter ".

The Councilor for Sports, Obdulia Gómez, has agreed to start this Sports Observatory in a couple of months, and has said that she does not understand why the former head of this department did not initiate the procedures to do so.

Gomez has reported that they have already established contact with universities and professional associations linked to sports to draft the constitution that he hopes will also be agreed with sports groups in Cartagena.

San Antón prison

In the plenary session of last November, a motion promoted by the Municipal Group of CTSSP-Podemos was unanimously approved, for the creation of a work table or specific commission composed of local government, political groups, the La Cárcel platform It is sold and the current owner of the San Antón Prison to study and negotiate the acquisition by the City Council of this property.

As today, the Government has not set up this table, the municipal spokesman, Manuel Padín, has asked when he plans to do so.

In addition, Padín has been interested to know if the historical and architectural reports that the Executive has made to attach to the inventory and cataloging request of the San Antón Prison have been completed, thus complying with the motion presented by all the municipal groups in February 2017.

The councilman of Culture, David Martinez, explained that for the PSOE is a matter of priority, but they are waiting for a file of the Directorate General of Cultural Property to request sufficient protection for this property.

As for the working table with the owner of the San Antón Prison, the mayor has indicated that when they have all the reports they will convene the table to assess their possible purchase.

In his response, Martínez has revealed that the MC's request to declare BIC the jail has been rejected by the Community.

To CTSSP-Podemos questions, about the possibility of including a budget item for the purchase, Martínez considered that this is not necessary, because the investment could be released at any time if it is feasible.

For its part, the Citizens spokesperson recalled that his group was the only party that before the private acquisition of the prison, was interested in knowing the plans of the Government to take it, and regretted that the two parties, then in the Government, MC and PSOE, will miss the opportunity to fulfill their electoral promises.

Likewise, Padín has stated that it is clear that today the Prison has a legitimate owner, and only he can decide on its sale or not.

Complaint by Sillar de San Ginés

Last December, the Court of Instruction No. 5 of Cartagena filed the complaint for misappropriation submitted by the City of Cartagena, in relation to the disappearance of a Roman ashlar from the monastery of San Ginés de la Jara.

This tombstone, disappeared since 2005, according to the news published in the press, was found at the beginning of last year, and in August, despite having maintained several contacts between the coordinator of the City Council, María Carmen Berrocal, and those subsequently reported, about the whereabouts and delivery of this historical piece, the Consistory filed a complaint, which has recently been filed because the investigating judge did not find evidence of criminality.

The orange spokesman has asked the City Council to clarify "this bizarre story, typical of a novel, which raises so many doubts to our Group and to declare whether they will ask for responsibility to the promoters of the complaint."

The mayor of Culture and Heritage, David Martinez, has responded by referring to a report by the City Council's legal services that concluded that the action in this case of the Heritage coordinator, María del Carmen Berrocal, was adjusted to law.

Taxi sector in Cartagena

Ciudadanos has met on several occasions with the different associations that bring together taxi professionals in Cartagena.

"These groups have conveyed their concern for the development of the future ordinance that will regulate the operation of the sector, especially in those provisions that will contain the unification or not of the work areas, an issue that divides these associations and on which the local Executive has not yet pronounced ", Manuel Padín explained.

For this reason, the orange training has asked in the plenary today for the state in which the processing of the new ordinance for the taxi sector of Cartagena is and when the local government foresees that it will be taken to plenary session for approval.

Citizens wanted to know if the allegations to the ordinance have been resolved, and specifically what decision the City Council has adopted regarding the unification or not of the area for the provision of taxi service in Cartagena.

On the part of the Government of Cartagena, the Councilor for Infrastructures and Public Services, Juan Pedro Torralba, has announced that the ordinance is finalized and has been submitted to the hearing of all the groups involved so that they can study new allegations and if not has been approved has been by decision of the taxi sector itself.

Regarding the decision on unification for the area of ​​provision of the service in the municipality, Torralba has ensured that at the moment the idea of ​​the City is to create a single area but adjust through the days of delivery a regime of equality and proportionality, for this they are waiting for a proposal that will emerge from the professional sector's own consensus.

The Citizen spokesman has clarified in his turn of reply that the taxi drivers, in various meetings, have said they are waiting to know what happens with the feasibility study developed by the UPCT, who know nothing about its development, what the councilor of the Government has answered that he does not know in what state he is, but that he will try in the next few days to solve this mystery and transfer the information to the Citizens Group.
