Cs Cartagena proposes a study for the administrative regionalization of the Autonomous Community (06/02/2018)

- "With the regional structure would achieve greater solidarity and territorial balance in the Region of Murcia, would be a tool of management and depoliticized to gain efficiency in the use of local public resources, and entail significant savings for the municipalities that were part of the Shire, through the pooling of services and the creation of a purchasing center, "said Manuel Padín.

The spokesman for Citizens in Cartagena, Manuel Padín, attended today at the San Miguel Building the Commission for the Study of the Feasibility of the Province of Cartagena and other formulas for administrative decentralization, in which the conclusions of all the municipal groups and that will be transferred to the president of the Autonomous Community, to the Commission of the Regional Assembly for the Reform of the Statute of Autonomy, to the different parliamentary groups in the Regional Assembly and to the municipalities.

Study on the administrative comarcalización of the Region of Murcia

The spokesman for Citizens announced that the Municipal Group has proposed to its regional deputies in the Assembly, and will be transferred to the president of the Autonomous Community through the conclusions of the Feasibility Bureau, the completion of a study on administrative comarcalización of the Region of Murcia, which entails the constitution of a technical commission composed of entities and professionals of recognized prestige and capacity, as a necessary previous step to any initiative or legislative project in this area.

Citizens answer MC

The spokesman for Citizens wanted to clarify that today has corrected a transcription error of the conclusions that was not noticed by Cs at first: in the report it was said at first that Ciudadanos proposed a Comarca composed only of the municipalities of Cartagena, La Unión, Fuente Álamo and Torre Pacheco, but in reality the Citizens Group only referred to these municipalities when an example that appears in the study of the Constitutional Law professor at the University of Murcia, Francisco García Costa, was echoed. in which it is ensured that the commonwealth of public services of these four municipalities could save 5.7 million euros per year.

"Of course, MC, true to his style, has taken advantage of this confusion to attack us, probably because only by resorting to misinformation can they do it".

"Citizens has not requested any specific Comarca, but a study by experts to study the feasibility of an administrative comarcalización."

No more provincial councils

As he has publicly informed, this Municipal Group considers that the provincial councils have been for years real political bars where, basically, they have placed those members of the political parties with whom they did not know what to do, and they have become absolute nests of corruption, a waste of public money, an excuse to generate new unnecessary political positions of doubtful use for Spaniards.

According to the spokesperson of the orange training in Cartagena, Manuel Padín, "Citizens want a healthy, clean and dedicated administration resources to what matters: health, education and social services among others, and for that we are convinced that we must eliminate duplication policies, it is very difficult to balance public accounts if the political bubble is maintained and not cut in those items that have excessive bureaucracy.

Citizens has calculated that the elimination of the provincial councils in Spain can mean a saving of 5,000 million euros throughout the legislature.

For the exposed, the spokesman of Citizens considers that "the creation of these structures in the Autonomous Community is not desirable, among other things, because create the provincial deputation of Cartagena would also create the provincial deputation of Murcia."

Proposal of Citizens: The Shire.

Within the Autonomous Community of the Region of Murcia there are territories with historical, cultural, economic, demographic and geographical characteristics homogeneous enough to constitute the starting point of an administrative proposal of localization that does not involve the creation of new positions or political structures neither generate duplicities nor superfluous and unnecessary expenses.

For Citizens, the decentralizing legal figure that could suppose an authentic optimization of public resources for Cartagena is the region.

"We believe that none of the reasons why the province is requested are no longer out of our reach with the Comarca, nor the creation of new judicial bodies, nor the improvement in the distribution of funding for the municipalities of the Region", Cs spokesman said, clarifying that "as to the political weight of the Community in the Congress of Deputies, we agree that it is not proportional, we are underrepresented, but the solution is not to create more political posts and squander the money with the provincial deputation, but by means of the reform of the General Electoral Law (LOREG), that is demanding from the first day our party ".

The legal provisions contemplate the creation of regional structures in our Autonomous Community, not as a mere faculty, but as a direct mandate to be developed legislatively.

From Citizens consider that it is the opportune moment to establish the legal and procedural channels for their channeling.

The local spokesman of Citizens has recalled that "the advantages of a regional development of voluntary affiliation by the interested municipalities that request it are clearly exposed in the recent study of the Constitutional Law professor of the University of Murcia, Francisco García Costa, and in the draft contributed to this Table of the proposal of law of creation of the region of Campo de Cartagena ".

Among other things, we would achieve greater solidarity and territorial balance in the Region of Murcia, it would be a depoliticized management and coordination tool to gain efficiency in the use of local public resources, and would entail significant savings for the municipalities that would be part, through the pooling of services and the creation of a purchasing center, which in turn would allow them to free up funds to invest in what is really needed: increase investments in strategic infrastructures, social assistance, education, or health ", explained Manuel Padín .

In the aforementioned university report, an illustrative example is given: a region integrated only by Cartagena, La Unión, Fuente Álamo and Torre Pacheco, in which the collection, waste management and treatment services, collective passenger transport and prevention are combined and extinguishing fires would save these municipalities approximately 5.7 million euros a year, compared to what it means to provide these services individually.
