The Plenary asks to act against the illegal traffic of people and declare Cartagena Ciudad Amiga de la Infancia (30/11/2017)

The plenary session of the City Council of Cartagena has approved today institutional declarations of all the municipal groups in defense of the immigrants who are prey of the mafias and to declare Cartagena Friendly City of the Childhood.

This has been approved a declaration on protocols of action against the illegal trafficking of people within the phenomenon of immigration in which the Government of the Nation and the European Union are urged to implement the necessary measures to prevent this illegal traffic, with aid in the countries of origin and humanitarian assistance to the people who arrive at our coasts.

The second institutional declaration has been aimed at promoting the recognition of Cartagena as a Child Friendly City by UNICEF, as well as having its support and collaboration for the development, continuous improvement and innovation of childhood and adolescent policies in the town.

The plenary session, chaired by the mayor, Ana Belén Castejón, began by welcoming the new secretary of the Plenary, the general administration technique of the City Council, Emilia Gardía López, who replaced the accidental secretary, Bernardo Muñoz, relieved at his own request , and to which all the municipal groups have thanked their work.

The first debates took place on the occasion of the progress of the execution of the budget, relating to September 30, 2017. The councilor of the popular group, Esperanza Nieto, criticized the poor execution of the investment items of which according to their data only 1.9 million of the 15 initially planned had been executed.

The councilor of Finance, Isabel García, has replied that the execution of the budget is a living process and that the figures change continuously, so she trusts that at December 31 the degree of execution is almost one hundred percent.

García has said that there are many invoices that have not been counted yet because it is in process, while he recalled that the average payment period is at 41 days.

In the same sense, the Councilor for Citizens, Manuel Padín, has stated that he has indicated that a large part of the investments committed to the Government to support their budgets were being executed;

while Francisco Martínez, from Cartagena Sí Se Puede, has deepened the criticism saying that the budgets were approved late and are also running late, trusting in the next elimination of the limitations of the Budget Stability Law that does not allow the municipalities to invest their surpluses or replace the necessary personnel.

TRANSITORY STANDARDS

The debates have continued with the opinion on the Transitory Urban Regulations issued by the Autonomous Community to temporarily supply the revision of the General Urban Plan of Cartagena, which has had the only vote against CTSSP.

The councilor of this formation, Pilar Marcos, has defended that if in 2015, when the revision of the General Plan was annulled for the first time, the participatory process of elaboration of a new general plan had been started, in two years it would have been concluded the initial phase of this process.

Marcos has also criticized that the opinion remit to the Autonomous Community the answer of a large part of the allegations presented to the Transitory Rules.

On the other hand the councilman of Citizens, Manuel Padín, has said that nobody likes this situation but that when there are companies and workers waiting for investments and neighbors in the Casco Antiguo asking for solutions, it is necessary to adopt transitory decisions so that the city continues to function and that do not prevent a new plan from being made later.

For the Municipal Government, the Councilor for Sustainable Development, María José Soler, recalled that when the revision of the General Plan was canceled, a plan drawn up 30 years ago that did not contemplate many of the current situations came into force.

The Urban Regulations that will last for two years will offer legal security and greater protection to our cultural and environmental heritage, than those of the 1987 plan.

Also within the agenda, the plenary session has unanimously approved in this case the Universal Accessibility Ordinance in the municipality of Cartagena, as well as the Internal Operating Regulations of the Sheltered House for Battered Women.

PRAYERS

Then we have given way to the prayers that have all been collected by the municipal government.

CTSSP has presented two: on the call of the Equality Council to face the "avalanche" of posters and sexist publicity in the streets and implement actions that prevent this type of advertising;

and about cleaning and conservation of the Los Barreros park, located in Santa Leticia, Huberto and Camino Viejo de Estrecho streets.

Citizens have received three requests: for the owners of the lots located on Calle Beatas to clean them;

so that an identification sign of the different arboreal species, shrubs and native species is placed in the main parks of the municipality and throughout the old town;

and to enable a zebra crossing next to the Basilica of La Caridad and another at the height of Caballero Street.

Of the Popular Party six requests have been collected, referred to the inclusion of the Regional Center of Handicrafts in the new tourist signaling;

to the arrangement and cleaning of the Plaza de Risueño, where the uncontrolled parking of vehicles should be avoided;

to the inclusion in the budgets of 2018 of a heading for the arrangement of the roof of the facilities assigned to ADAHI and ASTRADE, or to study the possibility of locating them in other municipal facilities;

to the placement of signage in the hospital area in the vicinity of Santo Real and Hospital de Caridad to provide greater security to family members and users of this center;

to the adoption of measures so that social action entities can resume their activity in the Virgen de la Caridad neighborhood;

and the pruning and maintenance of trees in Juan Fernández street.

QUESTIONS

The question section has been the most unusually bulky in the plenary and in which 39 issues have been recorded.

Among them have highlighted those relating to the granting of water and the illegality of its advanced extension, which the City Council agreed 15 years before its expiration, in 2002.

The questions on this question, which has dealt with the extension of this contract, on the negotiations with the company Hidrogea for the lowering of tariffs, on the implication and relation with the Pokemon case, on the consequences of privatization, on its possible remunicipalización and on the nature of rate or public price of their tariffs, has responded the mayoress.

Ana Belén Castejón has concluded that according to the technical reports and the Legal Council of the region, the extension of the contract had been illegal, although due to a vice of voidability and not nullity as of right, the deadline to request its cancellation had expired .

The mayor has also warned that if there was a connection between the Pokemon case and the extension of the contract, its nullity could be urged.

Some of the questions that have been formulated in the plenary session have been left to be answered in writing because of the great number of questions raised and the difficulty of some councilors to prepare them to answer them in a loud voice.

Among the questions were those formulated were those presented by CTSSP concerning FCC and the new contract for cleaning municipal buildings and this same company and the street cleaning service;

the contracting of works in the Cartagonova stadium;

the Government's actions in terms of energy poverty;

performances in Quarries;

the new general plan and the transitory rules;

the free Santa Lucia hospital car park and motorhome parking area;

the parks of El Algar;

the sanctions of the city council for illegal discharges in El Corral quarry;

and the landfill and waste treatment plant of El Gorguel.

Citizens have questioned on their part about the regulation of citizen participation and the neighborhood councils;

the taxi service;

the statements of Councilman José López regarding the cleaning service;

the local council of commerce;

the uninvested budgets of the neighborhood councils;

the procedures responsible statements;

the arrangement of the roof of the municipal pool of La Aljorra;

the pact mayors for the climate;

and the delays in the processing and execution of works by the City Council.

Finally, the Popular Party has asked about the execution of dog parks;

the permits of the Autonomous Community to act on Avenida Trovero Marín, next to the Wall;

works in the pool of La Aljorra;

urbanization of the lands of the new school of La Aljorra;

pedestrianization of the Historic District;

delay in the payment of invoices and the resolution of the opposition of administrative assistants.

At the conclusion of the questions and after four hours of the session, at 2:30 p.m., the plenary session made a two-hour lunch break.

MOTIONS

The session was resumed after four and a half with the debate of a joint motion of PSOE, MC and CTSSP for the progressive limitation until 2019 of herbicides for non-agricultural uses in public spaces.

The initiative has counted on the abstention of the PP.

It has also given the green light, in this case with the abstention of CTSSP, to the PSOE motion to urge the Government of Spain to return to municipalities the competencies in policies of equality and against gender violence, granting an increase annual 20 million during the next five years for the consistories.

The following motions have been:

Of the PSOE, of support to the agricultural sector of the Field of Cartagena and sustainability of the Tajo-Segura aqueduct, which has been approved with the abstention of CTSSP.

From the PSOE, to request the Regional Government to initiate the file to declare the traditional musical activity of the Music Bands of the Region of Murcia as an Asset of Cultural Interest and adopt concrete measures to promote musical activities, as well as to achieve benefits to musical societies.

Approved unanimously.

The rejection of the motion presented by MC on the water plot in Cartagena so that the

municipal legal advice was interested in judicial headquarters the creation of a separate piece of research known as "Pokémon", has caused a discussion between the spokesmen of MC and Citizens, which has led the mayor to request a recess of ten minutes to lower the tension.

The motion had been rejected by the votes in favor of MC and CTSSP;

against PP and PSOE;

and the abstention of Citizens.

The session has been restarted later to discuss the other motions:

From MC to request from the Directorate General of Cultural Assets the declaration of Bic for the Casa Maestre and Casa Zapata, both of which have been approved unanimously.

From MC, to urge the State Administration to create a main post of the Civil Guard in the Cartagena Barracks or, where appropriate, in El Albujón and to expand the area of ​​influence of the National Police to populations close to the nucleus city ​​of Cartagena, which has been approved unanimously.

From CTSSP on control of the former mining raft Jenny in the Llano del Beal, which has been approved unanimously.

From CTSSP on air quality measuring stations on the Mompeán bridge and El Llano del Beal, approved unanimously.

Of CTSSP on retributions of the municipal spokespersons of the Government, that has been rejected with the votes against PSOE and MC, and the abstention of of PP and Citizens

From CTSSP to the creation of a work desk or specific commission where the acquisition by the City Council of the Cartagena Prison located in the neighborhood of San Antón and public uses that can be given, which has been studied and negotiated been approved unanimously.

Of the PP, on integral reform of the street Four Saints, that has approved unanimously.

From the PP, on the defense of the Tajo-Segura Transfer, support to the farmers and irrigators of the Region of Murcia and the Levantine manifesto, which has been approved with the abstention of CTSSP.

Of the PP, on planning of reforestations, that has been approved with the abstention of CTSSP.

From the PP, for the creation of a Municipal Office for European Projects, which has been approved unanimously.

Of the PP, on design and planning of green zones, that has had also with the abstention of CTSSP.

Of the PP, to include in the municipal budgets of the year 2018, the sufficient economic departure to fully rehabilitate the medical office of Alumbres or, to build a new one, which has been approved unanimously.
