The Finance Commission unanimously dictates the universal accessibility ordinance (27/11/2017)

The Information Commission of the Treasury and Interior has unanimously ruled unanimously of all municipal groups the initial approval of the ordinance for universal accessibility in the municipality of Cartagena, whose project was approved last October by the Local Government Board, and in whose text contributions from different political groups had been collected.

The objective of this regulation is to make Cartagena an accessible city that has the appropriate solutions to progressively adapt its urban spaces, its buildings, its means of transport and communication systems to the legal requirements in this matter, such as those established in the General Law on the Rights of Persons with Disabilities and their Social Inclusion and the Universal Accessibility Law of the Region of Murcia.

It is also wanted that all citizens, - not only those who have limited their abilities temporarily or definitely, can enjoy an accessible and suitable environment, and, in turn, improve the comfort and quality of life of the entire population.

The text is the result of the work developed by the group constituted for this purpose, called "Accessibility Working Group", which has led to a collective and participatory work led by the Department of Social Services and Social Mediation, in which entities have intervened and associations of people with disabilities (FAMDIF, ONCE, PARKINSON, SOI and APANDA), municipal technicians from different councils and departments with accessibility competencies, as well as political groups with municipal representation.

The ordinance is structured in six titles, 35 articles, a transitory disposition and four final dispositions.

SHELTER

The Commission has also unanimously given the green light to the proposal for internal regulation of the house for abused battered women, in accordance with the Protocol for the Action of Shelters and Sheltered Apartments of the Autonomous Community of the Region of Murcia.

This protocol establishes the need to have some rules that define the structure, organization and internal functioning that should be fulfilled by the women and the seconded personnel, in order to achieve a good coexistence, facilitate the resolution of their problems and the incorporation into the normalized life of their users and their children and minor children.

JOB OPENINGS RELATIONS

The Finance Commission has also favorably ruled, with the abstention of CTSSP, the official review of four jobs of the municipal organization chart that was determined at the time that were provided by free appointment and was challenged by a municipal official, to whom the courts of justice gave the reason.

The four positions in question that will be temporarily provided until the provision system is established and established, are those of the Head of Human Resources, Head of Labor Relations, Coordinator of Social Services and Education Coordinator.

Finally, and among other matters, from the Intervention and Treasury services has been realized compliance with the budget stability rule and spending during the second and third quarter of the year and the degree of implementation of budgets at the end of the third quarter, in which 166 of the 213 million budgeted revenues had been recognized, that is, 77.74 percent;

and expenses amounting to 137 million, or 64.43 percent, of the amount budgeted for the entire year had been recognized.
