The City Council will monitor the cessation of the activities of the Molinos Marfagones waste treatment plant (04/10/2017)

The Municipal Government team of PSOE and MC, with the support of Cartagena Sí Se Puede, will continue to work for the Autonomous Community to close the waste management plant García Carreño and children, located about 350 meters from the population in the cartagenera deputation of Molinos Marfagones.

This is the result of statements made by the Councilor for Quality of Life, Francisco Calderón, the Councilor for Public Safety and Public Health, Francisco Aznar, the spokesperson for the CTSSP municipal group, Pilar Marcos, the president of the Neighborhood Council of Molinos Marfagones, Antonio Bernal, and the regional deputy by Podemos María Giménez in front of the facilities of the company, where CTSSP councilor Teresa Sánchez has also been present and a group of neighbors has been concentrated.

This statement is supported by several motions presented and approved both in the Junta Marginal de Molinos Marfagones and in the Municipal Plenary of the City of Cartagena and, moreover, this action is included in the Government pact that was signed at the beginning of the legislature.

With this, the local Executive shows its support to the demands of the local residents and nearby populations.

SUBJECT IN THE COURTS

The company García Carreño e Hijos has been in court for two years because of complaints from neighbors and the Public Prosecutor's Office investigates several environmental crimes allegedly being carried out, as reported by Pilar Marcos.

In 1994 this transfer point was only destined to the treatment of used oil, and afterwards the company has been presumably gradually carrying out other types of activities that do not contemplate the law, commented Francisco Aznar.

Nevertheless, Francisco Calderón has pointed out that the company still has in force the license of transport of waste;

"The company can not have any type of activity and is being taken by the City Council comprehensive control," explained the mayor of Quality of Life, who added that there are "some sanctioning files that are being studied in the corresponding places" .

Likewise, he stressed that the powers in the industrial activity correspond to the ministries of Environment, Health and Industry, but not to the City.

Francisco Aznar, for his part, has denounced the state in which the facility is located and has remarked what was stated previously by his government partner: that the City Council does not have the authority to close the plant.

"It has to be the General Directorate for the Environment", which is the one who has the powers, as has been said, and the Consistory can only be limited to monitor through the Local Police that the ecological regulations are not violated and forward to the regional Executive the relevant reports it may provide.

SUPPORT FOR CITIZENSHIP

"This Government team, and those who support us, we are against this plant will continue to operate here because it is really an environmental problem, for all neighbors and also for the soils of the area," said the Councilor for Citizen Security .

"We are in it, we are with the neighbors, but we can not skip the law", has qualified Aznar.

The Councilor for Citizen Security advocated "doing things step by step to try to demand much more from the Autonomous Community" so that everything can be resolved in a definitive way.

"We will do from the government team what we have to do so that this activity does not continue here in this area," he finished.

Pilar Marcos has warned that "here is working with hazardous materials" and "there is a lot of danger for the residents of Molinos Marfagones and all nearby populations," while "there may be crimes against health, including people living in the area. "

The municipal group CTSSP, said the mayor, is studying how to be able to appear in the case by criminal means and has demanded the definitive closure of the treatment plant, located less than 500 meters from the population, as well as its transfer, since from this training understand that "it does not have the mandatory reports of environmental impact" and that "there should not be companies that mobilize hazardous waste to less than 500 meters of the population" based on what dictates the Law of the Land.

"We consider that they are committing an illegal act and that they are trying by all means to legalize something that can not be done so close to a population", has condemned Pilar Marcos, who also has remembered that the lands in which this treatment plant is based of waste are included in the General Plan of Urban Planning as non-urbanizable soils but of provisional industrial use, which in the opinion of the mayor of CTSSP "do not yet have the use granted for industrial land."

For this reason, since the housing formation requires the City Council "not to grant the company the certificate of urban compatibility until the Autonomous Community has not studied everything" therefore "do not have the mandatory reports of environmental impact, management of hazardous waste ", something that the councilor affirmed is corroborated by the Autonomous Community in its inspections and by SEPRONA.

NEIGHBORHOOD CONCERN

Neighbors complain about odors and are worried about the pollution that can cause this installation and its activity, especially if it does not comply with the regulations.

The president of the Marfagones Molinos Neighborhood Board, Antonio Bernal, has denounced that "the company continues with the activity", which is the most important concern of the inhabitants of the area.

"We do not want this to continue," said Bernal, who has asked "to be dismantled because it is an important nucleus of contamination" and do not know "if there was an accident what could happen."

He also recalled that the activity of this company also affects other locations such as La Vaguada, Nueva Cartagena or San José Obrero, very important population centers of the municipality of Cartagena.
