The City Council will hold 21 assemblies to explain the Participatory Budgets (26/09/2017)

The Ramón Alonso Luzzy Cultural Center will host the General Assembly of Participatory Budgets for this year 2017-2018, at 18:30 hours, in which representatives of all the citizen groups registered in the Register of Associations will participate and where they will be informed of the different phases and the process.

This was explained this morning by the acting mayor and Councilor for Decentralization, Juan Pedro Torralba, at a hearing in which the Councilor for Sustainable Development and Transparency, María José Soler, was also present.

To explain the operation of this new edition will be in the assembly both the acting mayor and the councilman of Finance, Francisco Aznar, and the councilman delegate of Culture, David Martinez, who will comment with the citizens the different issues and developments that make up the project designed for this year.

"We are going to make this project go forward because this Government believes in this project," said Torralba, making clear the willingness of the Government team that this initiative will last in time and continue to grow the level of citizen participation.

A TOTAL OF 21 ASSEMBLIES IN ALL DISTRICTS

Among the main novelties of this edition is the fact that for the development of the first phase, corresponding to the stage of information, dissemination and debate, a total of 21 assemblies will be held in the seven districts in which it is divided the municipality, which will start this Wednesday, September 27 and last until October 11.

Specifically, there will be four assemblies in district 1, 3 in district 2, 2 in district 3, 4 in district 4, 2 in district 5, 2 in district 6 and 4 in district 7.

The districts in which the most meetings will be held are on the 4th, because it is the most populated, with meetings in Peral Quarter, Urbanización Mediterráneo, Ensanche Almarjal and Barrio de la Concepción;

and districts 1 and 7 because they are the most dispersed to the population.

District 1 will hold assemblies in Canteras, Molinos Marfagones, Perín and Isla Plana;

and the 7th district in Los Belones, El Llano del Beal, El Algar and La Manga.

Another of the improvements that have been launched for this edition will be the execution of projects in each and every one of the districts, which is why the number of assemblies has been expanded so that all citizens know the functioning of the Participatory Budgets, how they can make their proposals and vote for the projects they deem most interesting or necessary for their area.

In addition, it has been decided to hold these assemblies both in councils that have municipal offices (OMITAS), and in neighborhoods that lack them to reach the largest possible number of people.

In addition, the acting mayor has indicated that you can include some more premises and add some other meeting at the request of the neighbors, if deemed appropriate.

INCREASE IN BUDGET AND EQUITABLE DISTRIBUTION

This year, participatory budgets will have a share of 2 million euros, which will be divided evenly among the seven districts according to various criteria such as whether there are neighborhood councils or not, population size, socio-economic parameters or deficiencies, among others.

Thus, according to Juan Pedro Torralba, all will receive approximately the same amount except the district 4, which is the most populous, and whose investment will surpass that of the other zones and will be around half a million.

Torralba has commented that it will be tried that the different investments do not surpass the 70,000 euros except if they are exceptional cases or of wide consensus between the citizenship of the district in question, so that a greater number of actions can be carried out and that they distribute better interventions.

"What we want is that many projects that can be carried out in the districts and in the end can reach the maximum possible and people are happy and see that what has been demanded in its day has been done," has manifested the first mayor in office.

PROCESS IN VARIOUS PHASES

According to Torralba, this first phase of information will be followed by proposals and demands, in which the neighbors will contribute their ideas and transfer their needs, to give way to the phase of filtering of the same, where will be studied each one of they will be evaluated by means of a technical report.

In this regard, the councilman has asserted that priority will be given to the works that citizens request.

On the other hand, he recalled that most of the projects of the past year are already awarded or are in the making.
