PP, CTSSP, and Cs do not attend the CATAD Commission after requesting cancellation of the call for formal defects (04/05/2017)

- According to Citizen spokesperson in Cartagena, Manuel Padín, "we have already said that we would not allow this line to continue, nor allow more empty calls to comply with the procedure, nor more delays, after more than a year, with the Basic documentation "

- Manuel Padin will come tomorrow to the Prosecutor's Office of the Area of Cartagena to provide more documentation regarding the serious deficiencies and alleged irregularities in matters of public health and animal welfare in the municipality

The three municipal groups of the opposition, Popular Party, CTSSP-We and Citizens have today registered in the Administrative Building San Miguel the request for annulment of the call of the Commission of Investigation of the CATAD scheduled for today.

The three formations have also requested the documentation required both in previous sessions of this Committee and in writing on repeated occasions, in order that the members of the Commission can proceed to their study and analysis with the necessary time.

The three Municipal Groups argue in the letter, signed by the Councilor of the Popular Party, Carolina Palazón, CTSSP-Podemos spokesperson, Pilar Marcos, and Citizen spokesperson, Manuel Padín, that the call fails to meet the essential requirements of form, Since it does not include the prescriptive Agenda of the Day that includes article 38.3 of the Organic Regulation of the Plenary of the City of Cartagena.

In addition, they complain that the members of the Commission have not been given the opportunity to analyze and evaluate the basic documentation to be studied, which again violates the rules applicable to the convocation of the Commission, which must be governed by the Organic Regulation Of the Plenary, by the local regime legislation and by the basic state regulation.

The regulations require that the calls must include both the Agenda and the documentation necessary for its deliberation when possible.

Both Partido Popular, CTSSP-Podemos and Citizens have also criticized, for not being sufficiently motivated, the denial of the request of the members of the Commission to be accompanied by adviser, for the supposed "secret nature" of the deliberations that sometimes Is required, and other commissions are not.

Finally, neither do they consider that it is not appropriate for a person who is part of the research object, the manager of CATAD, David Cervantes, must be present at the sessions as they consider that it does not facilitate in any way the research work.

According to Citizen spokesman in Cartagena, Manuel Padín, "we have already said that we would not allow this line to continue, no more empty calls to comply with the procedure, or more delays."

According to Padín, "I think we are the only Municipal Commission of Spain that after more than a year since its constitution has not even provided the basic documentation to start work, is a pantomime and if the commissions of inquiry are not agile and Productive we are wasting time and is a scam to the citizens who pay us the salary to be useful, we can not allow to continue playing with those who do want to know how is managing this center 25,000 euros a month that receives, and supervise the Animal welfare of the animals it hosts ".

Citizens have already denounced on several occasions their state of paralysis and blockade;

According to the orange training, after more than a year since the documentation was requested, the winning company has not yet delivered the complete list of complaints that have been presented to the City Council on CATAD, invoices of expenses and income relating to the Feedingstuffs, sanitary material, the number of notices in the last four years, or the employment and economic situation of the staff working at the center, as well as the number of animals cremated, or reports prepared by the Nature (Seprona) and the Regional Agricultural Office (OCA) in its inspections during the last four years.

Citation in the Public Prosecutor's Office of the Cartagena Area

The Citizens spokesman in Cartagena, Manuel Padín, was quoted tomorrow in the secretariat of the Prosecutor's Office of the Cartagena Area.

The Municipal Citizens Group transferred to the chief prosecutor of the Environment Unit of the Attorney General of the State, Antonio Vercher, the Superior Prosecutor of the Region of Murcia, José Luis Díaz Manzanera, and the Chief Prosecutor of the Public Prosecutor's Office Cartagena, Carmen de la Fuente Méndez, all the documentation that the orange formation collected in recent months regarding the serious deficiencies and alleged irregularities in public health and animal welfare in the municipality of Cartagena.

Among the information sent to the prosecutors, the Municipal Citizens' Group included the arbitrary capture of felines in the Cerro del Molinete, in a controlled area and protected by a non-profit association that works in the defense of animals, which was presided over In the past by the Council of Citizens in the City of Cartagena, Ana Rama, and the situation of blockade of the CATAD Commission.

"We are going to the Prosecutor's Office to provide more documentation and we come in the hope that we can be guided to take the following steps, and be able to clarify this series of facts and circumstances that we do not understand, and that presumably could be illegal.

Above all, what motivates us is to ensure that public resources that safeguard the quality of animal welfare in Cartagena are taken care of as it deserves, "said the spokesperson for Citizens in Cartagena, Manuel Padín.
