The mayors of the Region of Cartagena demand more diligence to the CHS and optimize the process of cleaning of ramblas (03/04/2017)

This morning, the mayor of Cartagena, José López, has moved to the headquarters of the Segura Hydrographic Confederation (CHS) to take part in a meeting attended by the president of the organization, Miguel Ángel Ródenas, as well as the first Ediles of Torre - Pacheco and Fuente Álamo, Antonio León and Antonio Jesús García, respectively.

The central motive of the appointment has been to claim greater operationality of the CHS in the resolution of the problems that arise.

Before starting the meeting, Jose López has meant that, as vice president of the Federation of municipalities of the Region, he has verified that "there is no locality that has not complained of the lack of cleaning by the Confederation".

In this sense, the mayor described that the use of the "resource (referring to the capacity of the agency) to the Ministry (Agriculture and Fisheries, Food and Environment) should be demanded."

HIGHER RESOLUTION CAPACITY

The meeting has now started.

During the meeting, the mayors involved have requested solutions to the laxity that the Confederation has in monitoring the roads and channels, as well as the modification of them;

Circumstances provoked, in some cases, by agriculture, in others, by urban action.

In this regard, representatives of the CHS have reported that today emergency work has begun to alleviate the floods suffered in December last year, work to recover slopes and breakwaters, as well as other infrastructure that suffered damage.

AGILITY IN THE CLEANING OF RAMBLAS

In relation to the management of ramblas cleaning, López has requested greater diligence in the procedure, suggesting that, once the request is made through the request for permission, this process "becomes an information note".

That is to say, the head of the Government of Cartagena has proposed that "the municipalities report and, 24 or 48 hours later, in case of not receiving a response from the CHS, the administrative silence is considered as positive to undertake the cleaning works of Ramblas ", eliminating, in turn, the danger of possible fines by not having the permit" in time and form ".

OTHER ISSUES

In another order, a reforestation project has been demanded on the northern slope of the Sierra de Carrascoy, since massive logging and deforestation have caused the water to flow freely, reaching strongly to the Albujón rambla.

Finally, the existence of a Risk and Flood Management Plan has been reported, a text that will try to distribute responsibilities between administrations.

In line with this initiative, the municipalities have requested the immediate contribution of resources by the Confederation, who has requested the municipal collaboration to contrast the document and define possible improvements.

UNIT FOR A FUTURE OF THE MINOR SEA

The City Council of Cartagena has repeatedly expressed its willingness to promote collaboration between the four consistories with direct involvement in the Mar Menor (Cartagena, San Javier, San Pedro del Pinatar and Los Alcázares).

From the Government of Cartagena that López presides we understand that we face a stage that must be of understanding for the benefit of Mar Menor, advocating a work that must be based on consensus and coordination.

In the defense of the Mar Menor, the local government is contributing initiatives through multiple channels, among others, the proposal of meetings and work forums with all the agents involved (regional and state administration, mayors of the district, farmers, university experts , etc.);

The allegations presented by the City Council to the Integral Management Plan (PGI) of the protected areas of the Mar Menor and the Mediterranean littoral strip of the Region;

The need to monitor the Mar Menor betting on a technical criterion, in addition to showing absolute collaboration to the measures promoted from other policy areas provided they are guided by criteria based on rigor, responsibility and seriousness.
