The local government compatibilizes the Animal Welfare with the clear compliance of the Law (24/03/2017)

The Councilor for Health of the City of Cartagena, Francisco Calderon, said today that the Center for Reception and Treatment of Domestic Animals (CATAD) "has fulfilled its obligation," in reference to the recent action taken by some cats Belonging to the feline colony of Cerro del Molinete.

The mayor recalled that "there is a request for information issued by the General Directorate of Public Health of CARM."

In the same, Calderón detailed, it is asked to know, after having received various citizen complaints, "the state of health of animals."

Therefore, "to analyze them and determine their status it became necessary to take the animals to the center of La Asomada."

In this sense, Francisco Calderón added that the action has taken place "on a colony on which there is a commitment of responsibility of the association 'Four Cats', responsibility that they have not assumed."

AGREEMENT OF DECEMBER 2012

To contextualize the words of the responsible of Health of the local Government it is advisable to go back to the 13 of December of 2012, date in which the then councilman of Health, Nicolás Angel Bernal writes and signs a tolerance agreement, next to the association 'Four Cats' Of which was president, Ana Rama, now councilor of C's, whereby the Consistory of Cartagena commits not to collect from the public road cats belonging to controlled colonies, with the following conditions:

That the effective sterilization of the cats is carried out, being identified in a visible way so that they are identifiable by the municipal services of collection of animals.

That said colonies are properly reduced and sanitary controlled, being fed with water and dry feed.

Cats should be dewormed and measures taken to prevent viral diseases and other similar conditions.

The Association 'Cuatro Gatos' undertakes to periodically inform the City Council of the number and public space in which the colonies are located.

Failure to comply with any of these conditions will lead to the withdrawal of these felines from the public domain.

This agreement included the control of five colonies of cats, properly located and specified.

The Councilor for Health has stated that the association "Four Cats" has repeatedly breached this agreement, "because except for the sterilizations of 41 cats, which have not been specified, neither the description nor the number of Felines of each colony, nor has any record book been presented. "

Regarding the obligation for each feline to be identified with microchip, vaccinated with rabies, dewormed and sterilized, Calderón added that "in all these years, it has not been established that cats have been identified or that they have been vaccinated and dewormed , Because the association presents a series of writings but they are not accompanied by invoices or veterinarian reports on the health actions carried out. "

In the same way, the execution of the required programs of cleaning, disinfection of the colonies, feeding, and of road safety and citizens does not exist.

REGULATORY FRAMEWORK

Calderón continues his argument by stating that "on June 25, 2013, CARM issued an Order for the control and eradication of rabies in animals and the prevention of risks to public health.

Its objective is to establish mandatory annual vaccination of rabies in domestic animals of human habitat, in particular the canine, feline and mustélidas species (ferrets) located in the Region.

To the regional regulations must be added the municipal legal report of November 27, 2014 that establishes the prohibition of the circulation of domestic animals of the canine, feline and mustélida species of not being credited that their owners or possessors have the corresponding sanitary documentation Of compliance with said order.

Otherwise, the animals must be considered abandoned and the City must proceed with their removal.

Subsequently, the issue is regulated in the same terms by the Order of June 24, 2015, jointly by the Ministries of Agriculture, Water and Sanitation and Social Policy, for the control and eradication of rabies in animals and the prevention of Risks to public health.

MUNICIPAL COMMUNICATION WITH FOUR CATS

Under this regulatory framework and the report on measures of control of cat colonies prepared by the municipal laboratory, Francisco Calderón has reiterated that in 2015 Cuatro Gatos received communication from the City Council to carry out sanitary control over the colonies Of cats, complementing the authorization of 2012. In it, the mayor recalled that it was requested "the execution of a 'Comprehensive Management Plan' of colonies of cats authorized," establishing a period of one month for compliance.

Calderón explained that "to date, the association Cuatro Gatos has not fulfilled this obligation," while expressing that "the City Council has shown flexibility, but we have met the irresponsibility of those who do not meet their commitments."

MUNICIPAL CENSUS OF PETS

In another order of things, Calderón thanked the collaboration that the veterinarians of the municipality are giving in the campaign of inscription of pets in the municipal census.
