Severe deficiencies in the area of public health in Cartagena (24/03/2017)

On the occasion of the information published in the newspaper La Verdad that we have learned that the City Council is catching some cats in Cerro del Molinete to end possible sources of insalubrity, we think that the Cartagena Government demonstrates a reckless political disinterest in Issues vital to safeguard the health of citizens and animal welfare in Cartagena, as we see, before this alarm, to extend the inspections and analyzes to all the feral colonies of the municipality of Cartagena.

According to the text of the news published, the Center for Reception and Treatment of Domestic Animals (CATAD) has undertaken this work of capture after "an official note from the General Directorate of Public Health of the Regional Administration" Opinion, some complaints from individuals.

In these delicate and worrying matters, we demand maximum transparency, so that both the note from the Directorate-General ordering the catch, as well as the complaints filed by the citizens, must be shared immediately with all the political groups that are part Of the Municipal Corporation for its analysis and valuation.

In addition, the Department must promptly inform the entire Corporation of the result of the tests performed on these animals in the center of La Asomada.

We believe that before these alarms for reasons of public health, the local administration should be much more serious, responsible and forceful, so we urgently demand that the Councilor for Health, Quality of Life and Environment act and carry out the work Inspection and control over all feral colonies in the municipality of Cartagena, and not only in very specific areas that are already being monitored and controlled by various associations and animal protection.

It does not seem reasonable to make some catches in an area controlled by the protectors, and leave the rest of the colonies unattended.

We recall that today there are effective models of management and control of the colonies of cats that allow an adequate integration of these animals in the urban environment, and at the same time guarantee a strict sanitary control.

If they do not develop in our municipality is solely and exclusively due to lack of will and political competition.

We have reason enough to believe that the area of Health is not working with sufficient urgency and responsibility to the public health problems derived from the improper control and management of animals in the urban environment of Cartagena, as well as the poor management and control of Potential pests.

We want the City Council of Cartagena to really commit to this problem, for health, economic reasons and citizen coexistence.

We are not talking about issues that only affect public hygiene, but also the image that our city offers visitors and tourists, the image we export beyond our municipal and national boundaries.

The Public Health and Health area of this City Council is deficient and it is vital for our interests and our security that a radical change of its policies takes place as soon as possible.

To demonstrate this lack of commitment and improvisation, it is enough to recall one of the last cases that we suffered: the uncontrolled proliferation of Vietnamese pigs in the district of Los Mateos, a direct consequence of the laxity in the decision making of the relevant municipal authorities, who were Looking the other way for many months until it was no longer possible to ignore the threat they posed to public health and public safety.

The poor management of the Department of Health and Quality of Life drew even the attention of the media at the national level, moment after which they reacted.

The Public Health area of the City of Cartagena is working in a negligent way.

It has even refused to execute a plenary agreement reached by the Municipal People's Group, Cartagena Yes You Can and Citizens in October 2016 to control the colonies of feral cats, arguing that it is not municipal competition and reminding in an incomprehensible way an isolated focus of rabies In Toledo in 2012, generating a totally unnecessary social alarm;

This case was detected in a dog, and there is no record in the national territory of any case of rabies in felines.

Poultry and Pest

We do not find answers to the inconveniences caused by the lack of control of the populations of pigeons, seagulls and other urban birds and the problems that, in many cases, cause to Cartagena and our heritage (dirt and deterioration by excrement and feathers in urban furniture, real estate , Monuments, vehicles or people).

It is missing municipal actions that aim to achieve more appropriate populations through ethical methods and, thus, significantly reduce the annoyances, the risks they can cause, and allow a peaceful and satisfying coexistence between citizens and these animals.

Protection of nesting areas, access to sensitive areas, or campaigns to solicit citizen collaboration with diptychs in which basic standards are reported to avoid spreading such as not feeding them, avoiding the possibility of Shelter in real estate or avoid the existence of flooded areas ... are some of the work that the Government of Cartagena can do or strengthen.

We must remember that these birds can even pose a real health risk as carriers of diseases such as salmonellosis, histoplasmosis, or ornitosis, among others.

Uncontrol in the municipal census

Nor does the local administration have an updated census of animals in Cartagena, so it is breaking the rules.

While a recent report from the Veterinary College warns that "animals with electronic microchip domiciled in the municipality of Cartagena reflected in the database of the SIAMU (The Animal Identification System of the Region of Murcia) are more than 27,000", In the municipal census there are currently only 8,300 animals.

Keeping the municipal animal census is an obligation for all municipalities of the Region of Murcia, under the current Law of Protection and Animal Defense of Companion Animals of the Region of Murcia, as well as the Municipal Ordinance of Cartagena On the Protection and Tenure of Companion Animals.

Having an updated animal census is the only way for the Government to know what it is facing, to know the exponential increase of animals, to fight against abandonment, and to design education and awareness campaigns with guarantees to promote animal health and welfare ;

Only by managing actual data can one calculate, for example, the number of facilities fitted in the parks or dispensers of biodegradable bags of canine excrement that are needed.

Feces on the street

The Government of Cartagena has not been able to stop the proliferation of feces of dogs in the public highway, and although in June of 2016, the councilman of the area of Health and Quality of Life announced that they were studying to implant in Cartagena a system of identification of the mascots And their owners through DNA, almost nine months later, nothing is known about this initiative or any other to combat these unhealthy behaviors.

We are sure that the imposition of more fines is not the only solution, complaints from citizens have not remitted despite the increase in penalties as reported in various media.

It is necessary to design aggressive awareness campaigns to avoid these irregular behaviors and promote civics, as is being done in other Spanish cities with good results.

Lock in the CATAD Research Commission

In relation to the Commission of Investigation initiated by the City council of Cartagena to investigate the management of the CATAD, we denounce the situation of paralysis and its blockade;

After a year of requesting the basic management documentation of this center to be able to initiate the investigations, the company awarded this public service that costs us 25,000 euros per month, has not yet delivered the list of complaints that have been filed (CATAD) (incomplete), list of expenditure and income invoices related to animal feed, sanitary material, number of notices in the last four years, labor and economic situation of staff working in the center, and Also the number of animals cremated, or the reports prepared by the Nature Protection Service (Seprona) and the Regional Office of Agrarian (OCA) in their inspections during the last four years.

In the light of the above, the spokespersons of the undersigned municipal groups sign the present letter summoning a press conference to be held on 24.03.2017 at 10:00 am in the Press Room of the Palace Hall .
