MC encourages the beginning of the procedures for the cataloging of the 'House of the Child' as a Property of Cultural Interest (17/12/2016)

MC will request, during the next Municipal Plenary to celebrate December 30, the support of the other political groups to request CARM to initiate the administrative file for the declaration of the architectural complex called 'House of the Child' as a Property of Cultural Interest (BIC), according to the established in Law 16/1985, of June 25, of the Spanish Historical Heritage.

The determination of the Carthaginian formation has been established by the impetus given by the coordination of Patrimony directed by María Dolores Ruiz, gathering and expanding the hard work begun by the Institute of Carthaginian Studies, the Massiena Association and the Cartagena Graduate Schools Association. In 2002 they requested, by sending a communication to the Ministry of Education and Culture of the Region, the declaration of the House of the Child as a Property of Cultural Interest.

This work counted on the adhesions of the teachers' cloisters of twenty-one teaching centers of the municipal district of Cartagena.

Thus, the meeting of the Executive Committee of MC held on Wednesday afternoon continued to move forward in a proposal that seeks to initiate the steps to initiate the administrative file that ends with the declaration of Cultural Property Interest of the construction located in the Confluences of Tolosa Latour, Licenciado Cascales, Sagasta and Real.

The president of MC, Jesus Giménez, has stated that if there is a statement that "it is of justice for its patrimonial and historical good for the Cartagena people is the declaration like BIC of the House of the Child".

Giménez added that "MC continues in its line of defense of the heritage and the history of the city".

In this case, to "do justice to the work of the local Board of protection of children and repression of begging that existed in Cartagena in the early twentieth century, with those people who promoted the Graduate Schools."

The spokesman of the Cartagena formation has drawn attention to "the lamentable state of abandonment suffered by the 'House of the Child' by the Autonomous Community, being one of its pending subjects. Now they announce an insufficient budget of three hundred thousand euros to put it In value. "

Jesús Giménez has argued for another reason that motivates this motion, which seeks "to do justice also to the Institute of Carthaginian Studies, the Massiena Association and the Cartagena Graduate Schools Association, entities that started this file in 2002, receiving silence from The regional administration that refused to process the declaration ".

Similarly, the leader of MC has recalled that the 'House of the Child' must welcome "within its walls the Photographic Historical Center of the Region (CEHIFORM) to return to the municipality that was snatched at dates not so far away. 2010, the regional administration took it because of its own breaches to invest in its rehabilitation. Today, we still do not have it in Cartagena, from where it should never have come out. "

Finally, Giménez has wished that "the BIC statement should help the 'Casa del Niño' continue to support heritage in this century."

The first Kindergarten in Spain

The historical foundation of the claim dates back to the beginning of the last century in a city, Cartagena, which stood out for its attention to children, awakening the solidarity of a citizenry accustomed to seeing many abandoned children in the streets and without family attention.

In this context, the city is constituted the local Board of protection to children and repression of begging.

Thus, the secretary of the Board, Félix Martí Alpera promotes the construction of the 'House of the Child', which would not only have school functions but would also welcome totally abandoned children and partially neglected children.

The first Spanish Kindergarten is born.

The 'Casa del Niño' encompasses a series of different constructions that are being added to a global educational project.

Except for school, most spaces are due to Victor Beltrí, including a school canteen and a school closet.

The outdoor school arose for the children who ate there and who, for various health reasons, needed 'pure air'.

It was realized by the architect Lorenzo Ros like graduated school.

In addition, the nursery and girls' school or the so-called 'milk drop' were launched to attend infant feeding.

Medical consultations are also held for children, including a maternity institute.

The 'House of the Child' is a construction of enormous architectural and symbolic value.

In its buildings are perceived the influence of Viennese architecture, denoting aspects of a kind and precious classicism.

It is probably meant as the most daring work of Beltrí, understanding modernity as the purification of formal language.

It is, on the other hand, a building in which the good feelings of the Carthaginians and a people who have collaborated with the Charity Raffle since 1918 have come together.

Uses for the 'Casa del Niño'

As for the possible uses to be made of infrastructure, MC is committed, as defended fourteen years ago, to establish a coordinating body of the various activities to be carried out in it in order to encourage its continued maintenance.

In turn, its obligatory and necessary preservation would give greater prestige to a building that should retain its spirit, conceived for teaching.

In that sense, in addition to expanding the services in the field of training, it could be a meeting place for young people or destined to hold events for the cultural, artistic and social activation of the area;

Establishing itself as a link between Cartagena de la Casco Histórico and Cartagena in expansion towards its towns, neighborhoods and councils.

Return from CEHIFORM to Cartagena

Lastly, the Casa del Niño must be housed in the walls of the Historical Photographic Center of the Region (CEHIFORM), returning to the municipality from which it was taken.

The CEHIFORM is testimony to an enormous photographic archive compiled to recover the most recent historical memory of the Region through photography.

It is recalled that, in 2010, the CARM determined its transfer to the General Archive of Murcia.

This is due to repeated failures of the regional government to invest in the rehabilitation of a building that is not, due to the inaction of the Autonomous Community, in the necessary conditions to be the seat of this public body.
