The Batel Research Commission sees political responsibilities and techniques in the construction of the Auditorium (26/07/2016)

The Investigation Commission dealing with the case of construction of the Auditorium The Batel, who last February was established, held Tuesday a meeting chaired by the Councillor of Finance, Contracting and Heritage, Isabel Garcia, which was attended by representatives of local groups, keeping the tone coordinate the work of different groups.

Specifically, the meeting focused, as noted by the mayor, in the pre-start of construction, since it is where all subsequent tear problems.

Later, we will have to delve into the subject construction and modifications to finally address the delivery of the building and its possible shortcomings.

With regard to that phase prior to construction, Isabel García stressed that the first thing to question is the political decision of the location of the Auditorium, as all false lights and about which there has no administrative objection, made this strange by obvious risks of the site chosen.

However, he indicated that we should define at this early stage the possible responsibility of José Selgas who, after winning the contest of ideas, was responsible for project implementation and technical direction of the work.

For Councilwoman, it is not spurn municipal responsibilities, as the City Council is the promoter and therefore directly responsible, but Selgas found that the geotechnical study was insufficient and called for a new one.

However, in principle, there is no informing the City Council, something that raises doubts document.

Other actions being investigated is the possibility that the need for a modified project before starting the works were known, because in August 2004 there is already evidence of the making of it and neither the optional principal or the contractor reflected this fact;

the fact that the contract was resolved to meet these added complications and the increased cost of the work;

doubts about the interpretation of geotechnical ground conditions, and the displacement of the building with respect to the Arqua not covered in the contest.

Finally, Isabel García lamented that the mechanisms that the law requires for control have been ineffective, so it is obvious that the Commission has much work ahead and it looks at least technical and political responsibilities.

The next meeting of the Commission of Inquiry will be held during the first half of September.
