Citizens take the motion to the House that local police conduct training courses jihadist terrorism (26/07/2016)

Despite assertions by the mayor of Cartagena and the Security council in the last municipal plenary, many municipalities in Spain have been conducted or are conducting these courses and for that they have not needed to have the authorization of the Ministry of Interior.

According to the spokesman of Citizens Cartagena, Manuel Padin, "from citizens we consider it necessary to train our players in the best way to deal with the jihadist threat and counter the procedures used by recruiters of terrorist organizations."

Citizens will bring to plenary his motion to the local police conduct specific training courses on how to deal with the jihadist threat.

In plenary last June, the Municipal Group of Citizens filed a motion (which eventually withdrew) in order to urge the School of Public Safety of the City of Cartagena to include in their training program, specific training courses aimed at instruct the local police on jihadist terrorism.

The goal is that our police are formed in the identification and prevention of actions for recruiting, recruitment and creation of fundamentalist cells.

Following the presentation of the motion, the Security council, Francisco Aznar replied that "agreeing on the text of his motion, powers on terrorism has them the National Police, Civil Guard and the National Intelligence Centre, therefore, I believe that the local police should not teach courses, or any training program at the school for this. " '

In the same vein the mayor of Cartagena, Jose Lopez, was expressed even to warn that it is not appropriate "or bring or speak publicly about what is done or is not done in these matters."

Examples in other Spanish municipalities

In Valencia, the City encourages the local police conduct specific training courses on how to identify and address the jihadist threat and how to counter the procedures used by recruiters.

This commitment was adopted in March 2016 the Commission Security council on the proposal of a motion filed by Citizens and obtained the support of all groups.

In addition, in April 2016, Las Cortes Valencianas demanded the Government to increase the training they received in 2016 and 2017 local police forces in antiyihadista terrorism.

Another example is the City of Santa Cruz de Tenerife.

Also in March this year, it was approved the 2016 business plan for the local police, consisting of 16 training courses, including courses on jihadist terrorism.

The city of Marbella, has not been left behind in this matter.

Agents Marbella Local Police and the Municipal Tourism Delegation participated in a training course on Islamic terrorism and Jihadism, organized by the Spanish Confederation of Police.

Citizens will present the motion

The last plenary of June, our Municipal Group decided to withdraw the motion by the arguments put forward by the President of this House with reference to such initiatives, being an issue of special delicacy, are not the responsibility of the City of Cartagena it belonged to the Interior Ministry.

However, as we have shown with the examples above, in none of these cases the Interior Ministry had to personally contact the mayor of the municipality to order or authorize such training.

In no municipality of Spain in which it has been approved this type of training, it has considered that local governments did not have the necessary powers to carry out this initiative.

In any case, the leader of Citizens in Cartagena believes "it is necessary to train our players in the best way to deal with the jihadist threat and counter the procedures used by recruiters of terrorist organizations."

For all these reasons, the Municipal Group of Citizens request through a new motion that the House Hon.

City of Cartagena urge the School of Public Safety of the City of Cartagena to include in their training program, specific training courses designed to instruct the local police regarding Jihadist terrorism, with particular attention to the identification and prevention of recruitment actions , recruitment and creation of fundamentalist cells.

If this is not possible, we urge the City of Cartagena to take whatever steps are necessary so that the local police in Cartagena can be formed in these matters, as is already being done in a number of Spanish cities.
