C's advises the City Council possible irregular situation CATAD operating theater and its duty to update the animal census (06/05/2016)

In a recent press release from City Hall is said today, are 7,000 total animals registered in the municipal census while the College of Veterinary ensures that registered in the city of Cartagena animals are almost 28,000

Cartagena, Friday 6 May-.

Citizens Cartagena has moved to the City Council possible irregular situation in the operating room Reception Centre and Treatment of Domestic Animal Cartagena (CATAD) and the lack of updated in the municipal census identification of pet data is, all mandatory under the current Law on Animal Protection and Defense, the Municipal Ordinance on the Protection and Animal Holding and technical specifications for the procurement of CATAD management service.

Asked by the Municipal Group, the Association of Veterinarians of Murcia sent a few days ago about reports that these conclusions.

Legality of quirofano

During subsequent meetings of the Bureau of Animal Welfare they have expressed repeatedly doubts about the legal status of the operating theater of CATAD since, according to the "Regulations for professional practice in clinical pet" approved by the General Assembly veterinary schools of Spain in 2015, states that they can only perform surgeries those veterinary establishments which have been registered in the "Official Register of veterinary Companion Animal Center" of the College of veterinarians of that territory.

Given this information, Councilwoman Ana Rama, the representative of the Municipal Group of Citizens in the Bureau of Animal Welfare, asked in a letter sent to the College of Veterinary if the CATAD was registered in the said Registry, receiving the following answer: "not is aware of the existence of any veterinary center in CATAD facilities, this center not being registered in the Register of veterinary Centers ".

In light of this information, Citizens Cartagena believes that there is a possibility that the operating room shows the CATAD are working in an absolutely irregular situation, so they asked the City of Cartagena to take appropriate measures to correct this situation.

Councilwoman Citizens in Cartagena, Ana Rama, lamented that although specifically requested the City Council to formally ask the school about these issues, not only not been done, but even that has been collected in the minutes.

According to Ana Rama, "this uncertainty about the legality of the operating room of the municipal center and the lack of cooperation from the municipal technicians to resolve it, has forced me to address the College of Veterinary".

Municipal census animals

Keep the municipal census of animals is an obligation for all municipalities of the Region of Murcia, under the current Law on Animal Protection and Defense of pets, so also includes the Municipal Ordinance of Cartagena on the Protection and Tenure Companion Animals.

Some letters sent by the College of Veterinary Citizen Cartagena also cast serious doubt that the municipal census of Cartagena not duly updated.

In fact, while on the website of the City Council stated in a press release February 2016 that "today, are 7,000 total registered in the Municipal Census Companion Animal City of Cartagena" while in a letter from the College of Veterinary Municipal Group Citizens it ensures that "animals with electronic microchip residing in the municipality of Cartagena reflected in the database SIAMU (the animal Identification System in the Region of Murcia) are : Canidae: 26,512; Felines: 1.276 and Others: 126 ".

To access the actual census data City Council should have maintained the collaboration agreement with the College of Veterinary and thus have access to the Animal Identification System Company (SIAMU).

Having an updated census or what is the same, namely the number of pets that exist in the city of Cartagena is what makes, by regulation, the number of places to pick up abandoned in the CATAD animals.

In addition these data, along with statistics CATAD and other animal protection organizations are those that allow the current situation and prepare animal abandonment guarantees education and awareness campaigns to promote health and animal welfare.

For this reason, Citizens Cartagena has requested, through a letter, the City of Cartagena ratio of upgrades and maintenance performed by the CATAD in the municipal census, and the ratio of high and modifications SIAMU, with the aim of regularize this situation.

According to Councilwoman Ana Rama, "from Citizens Cartagena, to a service that costs us the cartageneros an average of 25,000 euros a month, we can not remain indifferent to a legal doubt about its operating theater, just as we can not remain outside the reality of abandonment and animal abuse. in order to eradicate it, to fight it, we need to know the actual census of animals in our town "
