MC requests modification of the regional Heritage Act for the BIC can be visited free four days a month (04/03/2016)

MC will propose to the local government at the next plenary that the Regional Assembly be urged to start as soon as the amendment of the Law on Cultural Heritage of the Autonomous Community, in order to respect the four days a month of free visit to the Goods Cultural (BIC).

This is an initiative that seeks to benefit the general interests of citizens, as currently the Law of Regional Heritage indicated in its articles that should allow public visit to the BIC at least four days a month, but does not indicate that this should be able to gratuity, so a legal vacuum is produced, by advocating certain monuments to their pillaging, such as San Ginés de la Jara and the Cathedral of Cartagena, 'Santa Maria Maggiore', among others.

Moreover, this regional law contradicts the Law of Spanish Historical Heritage, because in the latter indicated that the owners of the BIC are required to facilitate public visit to the same four days a month in terms of gratuity, so regional law should be amended, and that rules established by an autonomous community can not prevail against a state.

MC initiative is motivated by the intention to promote access to culture by the public authorities, as reads the Spanish Constitution, also enabling such access is available to all budgets.

In short, this is to avoid unfairness to other areas of Spain, obviating partisan interests.

However, autonomous laws of different political communities such as Castile and Leon and Andalusia do include gratuity in their respective access to BIC.
