The Ombudsman welcomes the work of the City Council to mitigate the consequences of botellón (01/03/2016)

The Ombudsman assesses positively the measures taken by the city of Cartagena to eradicate the problems caused by the practice of the phenomenon known as botellón.

The communication of the institution occurs following the complaint filed by a neighborhood association to causes of the discomfort caused by the massive concentration of young people to drink alcohol in Cabo de Palos.

The body responsible for ensuring the protection of citizens' rights, in its resolution, understands the difficulty in dealing with the problem of size and character such that easily exceed the possibilities of the local administration.

In this regard, the Ombudsman referred to the necessary partnership between Consistory, Subdelegación Government and Civil Guard.

The institution, the statement said, shares the view of the City Council about the importance of preventive measures, in addition to delving into the suitability of advancing environmental education of the public, as a solution to the problem.

The Ombudsman's response comes after the letter sent by the Consistory explaining the measures undertaken since the municipal government to mitigate the consequences of this juvenile practice.

Preventive actions such as strengthening local police service and distribution agents and special impact areas of conflict, moving these youth meetings at two points where a significant alteration of public peace is not appreciated.

Similarly, the report delves into the involvement of other police forces to provide an effective and rapid response to these large concentrations.

The argument of the Ombudsman is to support municipal initiatives designed to minimize the effects of the bottle.

Among these actions is the recent establishment of the Municipal Commission for Citizen Participation, which determined the creation of the Working Committee responsible for the creation of the Commission of the Covenant Night, which shall determine accurately the current situation nightlife and consequences arising therefrom.

The goal is the reconciliation of the rest of the neighbors with night leisure and recreation.

The Pact Night will be represented the departments of Health and Environment, Culture, Education, Commerce, Youth and Public Safety, which includes the local police;

Student Council of the Polytechnic University of Cartagena (UPCT);

Vice Chancellor for Student and University Extension UPCT;

HOSTECAR;

Chamber of Commerce;

Cartagena Student Union;

FAPA, and Youth Council.
