We were headed for one of the worst crises in our history when many people had not yet managed to get out of the last and the most fragile economies, the smallest companies, the most precarious workers,The most humble families, the self-employed, the unemployed, the most vulnerable people, are more exposed.

The coronavirus does not distinguish between social classes when it threatens our health, but its economic effects do.When a crisis comes, it is a function of the public, it is a function of the common, of institutions, of the State, to care for and protect all citizens.

It is one of the fundamental elements of European democracies.

Together, we design institutions, a legal framework and a tax system that must be progressive in order to have a safety net that guarantees that when we have a health or economic problem, we or any of our loved ones do not stay in the gutter.The social articles of the Spanish Constitution, when their enforcement is imposed and are not left in a mere declaration of intent, are the guarantee that, as a country, when they are wrong, we behave like a family and do not allow anyone to stay behind.

That assurance that the community of which we are a part will always protect and take care of us if we have a problem is the one that must be articulated from the public, especially in exceptional situations of great uncertainty, and that is what the Social Shield consists of that the Government Spain has created in recent weeks in record time and will continue to refine in the coming weeks.Unfortunately, this has not always been the case.

In 2008, a global economic crisis broke out due to the high risks taken by financial elites and the spread of opaque and uncontrolled speculative practices in a kind of global casino.

On that occasion, it was decided to address the economic consequences derived from the outbreak of the system through a set of measures based on devaluing wages, cutting the welfare state, making the labor market more precarious and rescuing the banks.

The consequences were not only the suffering of millions of people in Spain, the destruction of the businesses of thousands of self-employed workers and SMEs, and the loss of confidence in democratic institutions.

Furthermore, the recipe proved to be an absolute failure in economic terms,causing a slow creation of very poor quality employment, a deterioration of public services, the increase in inequality and poverty and a massive indebtedness of the country.Fortunately, in the coronavirus crisis, we have learned the lesson and the Government of Spain has decided that it is going to act contrary to what was done in 2008 and has mobilized a huge amount of public resources to strengthen health and social services and to protect workers, the self-employed and SMEs, as well as the most vulnerable people.

The Social Shield that the Government has decided to create and continue to improve contains a large number of labor, equality, housing, credit, tax relief and maintenance measures for the economic activity of affected companies and professionals.

From the Vice Presidency for Social Rights and the 2030 Agenda, we are aware of how quickly events are evolving,from the amount of information circulating in these complex weeks and also from the hoaxes and disinformation that fill it all with noise.

For this reason, we have wanted to prepare this guide that collects and explains in a simple way the measures and aid of the Social Shield that may affect you, which we hope will be useful to you and which we encourage you to disseminate and share so that it reaches everyone who wants to need.
