The City Council will reduce inheritance tax and create new bonuses to rehabilitate homes in disadvantaged neighborhoods (28/10/2019)

The Municipal Government Board, chaired by the mayor, Ana Belén Castejón, has given its approval this morning to the project of modification of the fiscal ordinances for the year 2020, which contemplates the increase of the discount of the tax of transmissions of the habitual house in case of death going from 50 to 70%.

The government team has also revealed in its tax measures the commitment to the rehabilitation of buildings with homes of more than 40 years in depressed neighborhoods of the municipality, with the creation of a new bonus of 30% in the ICIO.

This bonus will affect the homes of Lo Campano, Los Mateos, the Virgen de la Caridad Neighborhood, San Antón, Villalba and the perimeter delimited within the historic center between the streets of Serreta, del Pozo, del Rosario, Monroy, Roa, Callejón del Portillo, Sr. Francisca Armendáriz, ascent of San Diego, Gloria, San Diego, Plaza de la Merced, Don Roque and de la Caridad.

HELP FOR THE DANA

On the other hand, the project contemplates a series of modifications in the municipal rates whose objective is to help those affected by DANA.

Specifically, the bonuses of three taxes, ICIO, IBI and IAE, have been raised, with the objective that those affected by the torrential rains in September have to pay less.

In the Tax on Constructions, Installations and Works (ICIO), a new 90 percent bonus has been included for all renovation and repair works for homes and premises affected by temporary or other catastrophic situations.

As the ordinances are applicable in 2020, exceptionally it will be applicable for the works that have to be carried out as a result of the torrential rains of September 12 and 13, 2019 and whose affected have applied for a building permit since September 14 until November 14.

Those who have paid this tax can request a refund.

With respect to the Real Estate Tax, it has been granted, in accordance with Royal Decree 11/2019, the exemption of the tax for homes, industrial, agricultural, tourist establishments ... etc, whose owners, as a consequence of the damages caused by the rains , have had to be relocated while the relevant repair works were running.

As for the Tax on Economic Activities, it has been approved, in accordance with Royal Decree 11/2019, a reduction to Industries of any nature: fisheries, tourism, professionals, business ... etc, which as a result of the damages they have had a temporary closure of the activity.

IBI

In the IBI ordinance, the project establishes the suppression of the additional provision that prevented the tax update automatically before hypothetical cadastral reviews.

This provision was introduced in its day to avoid catastrophes, which are not currently provided and, in the event that they occurred, the local government would take appropriate corrective measures.

On the other hand, improvements are made in the drafting of the ordinance so that the aid provided reaches citizens more easily.

It should be remembered that there are 90% bonuses in the IBI for large families of a special nature;

bonus between 30 and 60% (depending on income) to large families of a general nature;

50% bonus to officially protected housing;

and exemptions to buildings of artistic interest and properties of social organizations.

BET ON THE ENVIRONMENT

Likewise, the draft ordinances set an increase up to the maximum legal limit of the tourism-class vehicle bonus based on the fuel used.

In this way, vehicles of biogas, liquid gas, compressed gas ... that had a 50% bonus happen to have a 75% bonus and hybrids, which are electric and gasoline, electric and diesel and electric and gas, also pass from 50 to 75%.

Finally, the rate for holding marriages falls to 195 euros, of the 211.55 paid so far.

FAVORABLE REPORT IN THE COMMISSION

After its approval by the Governing Board, the project has been submitted to the opinion of the Information Commission of the Treasury and Interior, chaired by the councilor of the area, Esperanza Nieto.

Esperanza Nieto has justified the urgency given that it was necessary to approve the proposal by the plenary to meet the deadlines for entry into force on January 1, 2020.

The opinion has been favorable, thanks to the votes of the PP, Citizens and the Councilors of the Government not assigned;

while MC Cartagena has voted against, warning of a possible nullity of the vote because in his opinion the signed and certified proposal had not been brought.

United We-Left United-Equo, has also voted against alleging lack of time for study;

while VOX has abstained because although tax cuts are contemplated, they are not enough,

In the same Finance Commission the project of municipal budgets for 2019, approved and presented last week by the municipal government, has been favorably ruled.

The opinion has come forward with the favorable votes of the municipal government, while MC Cartagena, United We-Left Unit-Equo and Vox, have voted against.
