The Plenary asks to extend the aid to those affected by the DANA to 100 percent (02/10/2019)

The Plenary Session of the City Council of Cartagena, chaired by the mayor, Ana Belén Castejón, has approved this morning a joint motion of PP, PSOE and Citizens on actions of administrations in repairing the effects of the September DANA and for the prevention of Future avenues

The urgency motion indicates that the municipal government will take advantage of the experience of the disaster to improve its emergency protocols and will develop a program of basic works to combat the effects of torrential rains that will be shared with all administrations, demanding their involvement to develop them .

The City Council will go to the Central Administration to extend the subsidies for the repair of damages to 100% for families and companies that cannot cope with the costs, include the second residences and that the aid to the local entities for the works of repair or restitution of infrastructures, equipment or facilities and services of municipal ownership also reach 100% of its cost, including extraordinary expenses in own personnel.

The City Council will also ask the Central Administration to elaborate and program a specific infrastructure adaptation plan in anticipation of torrential rains and provide the Segura Hydrographic Confederation with means to carry out the maintenance of the channels, which this cold drop episode has proved insufficient.

Another point of the motion is the request, also, to the Government of the Nation, so that it immediately undertakes the programs and investments necessary for the recovery and protection of the Mar Menor, singularly those contained in the “Zero Discharge†Plan.

The regional government is asked to fulfill its commitment to provide with its own resources the aid to recover the losses of individuals and municipal infrastructure that are not covered by the Central Administration and to promote extraordinary fiscal measures already authorized in previous catastrophes, as exemptions in taxes on patrimonial transitions or documented legal acts;

while leading actions for the recovery of the Mar Menor and measures to prevent the effects of new avenues.

The motion has had the support of the three proposing groups with Vox, while Mc Cartagena and United We-Left United-Equo have abstained, having proposed them and also Vox, another series of motions on the effects of gout cold, they have not come forward.

From the Government this motion has been justified by pointing out that it had been proposed in the Board of Spokesmen as an institutional declaration, to avoid political prominence.

While the other groups have explained that they did not support it by considering it incomplete.

2018 GENERAL ACCOUNT

The plenary has begun its ordinary session about half past nine in the morning.

Before entering into the debate of the initiatives of the municipal groups, the Corporation has approved the General Account of the City Council corresponding to the fiscal year 2018.

As pointed out by the Councilor for Finance, Esperanza Nieto, it was to complete the process, after no claim had been recorded during the period of public exposure.

The general account of 2018 reflects among other issues the financial debt of the City Council and its autonomous bodies that amounted to 53,745,979 euros last December, which meant a reduction of 13.5 million euros compared to 2017, and represented Only 27% of the total Revenue budget.

The surplus on that same date was 8,887,370.51 euros, complying strictly with the spending rule, and reducing the average payment period to suppliers until 18 days.

The vote has had the favorable votes of PP, PSOE, Ciudadanos and MC Cartagena;

while Vox has abstained and United We Can-United Left-Equo has voted against.

CLIMATE EMERGENCY

The plenary also approved another joint urgent motion of the three groups of the municipal government regarding initiatives against climate emergency.

Specifically, the plenary has approved that the municipal government confirm the commitments made in the Covenant of Mayors for Climate and Sustainable Energy, among which are: reduce CO2 emissions by 40% in 2030;

increase energy efficiency savings by 27%;

increase energy consumption from renewable sources by 27%;

and prepare a Reference Emissions Inventory.

In compliance with these commitments, the Government will prepare and submit to the Plenary for approval an Action Plan for Sustainable Energy and Climate, which includes all actions applicable to the municipal sphere to meet the stated objectives of prevention and fight against Climate Change .

The vote has had the favorable votes of PP, PSOE, Ciudadanos and MC Cartagena;

the abstention of United We-Left United-Equo;

and the vote against Vox.

THE MAYOR'S DIMISION REQUEST REJECTED

The Plenary has rejected the motion presented by Jesús Giménez, of MC Cartagena, in which the resignation of the mayor was requested for her presence at a party during the last episode of cold drop.

During the debate, the mayor explained in detail the work of planning, management and coordination that she carried out before, during and after the aforementioned episode, in which the actions were correctly programmed and carried out without personal injury being recorded.

He has also reiterated that his attendance at a friend's party for an hour came on Saturday night, when the cold drop alert had dissipated and that at no time he stopped being in contact with municipal officials and other administrations .

Against the motion they have voted PP, PSOE and Citizens, while Vox has abstained, and MC Cartagena and United We can-United Left-Equo, have supported it.

WEST ACCESS

Yes, the proposal of Jesús Giménez of MC Cartagena has been approved and unanimously so that the municipal government urges the regional government to include in the 2020 regional budget project the necessary financial endowment in order to execute the actions demanded to improve access to Cartagena through the west.

Specifically, the construction of the roundabout of Viñas del Mar in San José Obrero and its connection through an unfolded road with Avenida del Cantón.

NATIONAL HOLIDAY

The plenary also approved the motion made by Vox spokesman Gonzalo Abad for the celebration by the City Council on October 12, the day of the National Holiday.

In this sense, the municipal government has been urged to participate actively in the celebration of this day, carrying out with the Armed Forces a tribute to the Flag and a solemn act to the fallen in the esplanade of the port;

as well as to decorate the city with national flags and pennants and of Latin American countries since the mayor dictates a Side also inviting her to do it on her balconies and windows.

The initiative has had the favorable votes of PP, PSOE, Citizens, MC Cartagena and Vox;

and the vote against United We-Left United-Equo.

SOLAR WITHOUT BUILDING

The motion presented by Jesús Giménez of MC Cartagena has also been advanced, urging the municipal government to comply with the Law of Territorial and Urban Planning of the Region of Murcia of 2015 that establishes the obligation of the owners of plots to build within the planned deadlines for the planning, and, failing that, within five years from the time the plot deserves the status of a plot.

The motion also urges that in the case of breach of the Law by the owners, the City Council proceed to exercise the right contemplated in the rule, carrying out the subsidiary execution at the expense of the obligor, or the forced expropriation for breach of The social function of the property.

The motion has been supported by all municipal groups, except Vox that has abstained.

After this motion, around 2:30 pm there has been a break to eat.

SELF-PROTECTION IN VILLAS CARAVANING

The plenary has restarted at 4:30 p.m.

In the afternoon session the motion of the spokeswoman for United We-Left United-EQUO was urged urging the Local Government to initiate an investigation into the events that occurred the night of September 13 at Camping Caravaning Costa Cálida, before the avenue of water produced by the cold drop, listening to the affected people and gathering all the necessary information, to determine if the establishment has the Self-Protection Plan required by law, and if it applied it correctly in its case.

The motion foresees that if the investigation turns out that it does not have the Self-Protection Plan, or that it did not apply it correctly, that the sanctions contemplated by law be imposed, through competent administration for it, the City Council or the Autonomous Community according to proceed

The motion has been approved by all municipal groups, except Vox that has voted against.

ACOUSTIC DEVICES IN SEMÁFOROS

The plenary has unanimously approved the motion of Vox spokesman Gonzalo Abad for the improvement and implementation of the installation and installation of acoustic devices at traffic lights for blind people.

In this sense, the municipal government is urged to carry out the correct maintenance and tuning of the sound devices installed in the traffic lights, currently disabled;

and to install new ones in all the traffic lights of the municipal term, as well as acoustic warnings some system that allows its activation by the people who need it and this system is carried out in coordination with representatives of the ONCE.

These warnings would include the recorded information of the name of the street, avenue or plaza, to facilitate the location and increase the safety of users.

HERITAGE LAW REGULATIONS

Finally, the Plenary also unanimously approved a motion by María Dolores Ruiz, of MC Cartagena, to urge the regional government to develop the Regulations of the Cultural Heritage Law of the Region of Murcia, pending since its approval in 2007.
