The Finance Commission gives the green light to the 2018 General Account (26/09/2019)

The Informative Commission of the Treasury and Interior, meeting this morning, under the presidency of the councilor of the area, Esperanza Nieto, has ruled favorably the final approval of the General Account of the City of Cartagena of the year 2018. The opinion has had the votes to in favor of PP, PSOE, Ciudadanos and MC Cartagena, with the abstention of Vox and the vote against United We-Left United-Equo.

The account was recently submitted to public information, without any claim having been recorded, so, after the approval of the commission, it will be expected to be approved in plenary on October 2.

The general account of 2018 reflects among other issues the financial debt of the City Council and its autonomous bodies that amounted to 53,745,979 euros, which meant a reduction of 13.5 million euros in 2018, and represented only 27% of the total budget from income.

The surplus at December 31, 2018 was 8,887,370.51 euros, complying strictly with the spending rule, and reducing the average payment period to suppliers until 18 days.

EXECUTION OF THE SECOND QUARTER OF 2019

During the meeting, the municipal groups have been informed of the Quarterly Execution Report on the Budget, Budget Stability and Late Payment for the second quarter of 2019. According to this report, during the first six months of this year, income has been recorded in the municipal coffers for amount of about 132 million euros, which represents almost 64 percent of those budgeted for the entire year.

On the other hand, expenses amounting to 78.7 million euros have been made, almost 40 percent of the budget.

The intervention report also indicates that the Cartagena City Council meets the budget stability objective at a consolidated level, showing a financing capacity of around 15.6 million euros.

Also at a consolidated level, the level of living debt of a financial nature amounts to 50.6 million euros, and that of commercial debt with deferred payment agreements rises to 31.6 million euros, highlighting that the set of both is It places below 75 percent of the liquidated income.

Finally, the fluctuation of the average period of payment to suppliers during the months of this quarter, which were 32.24 days in April;

16.18 days in May and 26.21 days in June.

During the commission they have also noticed the repairs made by the intervention for the payment of certain invoices at the expiration of the term of the contracts and while managing new ones.
