VOX Cartagena gets the municipal government to join its proposal to tender a new contract for the CATAD (22/07/2019)

Last Friday, July 19, the Municipal Group VOX Cartagena registered a motion to debate in the next plenary session of the City Council, in which we propose not to extend the current management contract of the CATAD (Center for the Reception and Treatment of Domestic Animals) and to tender in his place a new contract, which is adapted to the current Law 6/2017, of November 8, of protection and defense of companion animals of the Region of Murcia, with a transparent bidding system that allows free competition and whose form of valuation for the purposes of payment can not assume in any case the obtaining of an extra benefit by the awardee.

It has been to register VOX the proposal and leave the current Governing Board to say that it is proposed not to extend the service contract and that the City prepares the new tender and improvement works in the CATAD, which is just what we are proposing, for what we hope that the motion presented will be voted in favor by the majority of the municipal plenary session.

However, we believe that the time margin left to tender and award a new contract is very limited and that it would have been desirable for the previous corporation to have done its homework and started a few months ago with the drafting of a new adapted specifications to the recent legal changes.

Regarding the proposal registered by Movimiento Ciudadano to remunicipalize the service, we consider that this is not the way, since it would trigger the cost of the service, charging the City Council with the hiring of permanent staff.

The key to the proper functioning of the CATAD is to have a good list of technical requirements and to have a good control of the contract.

On the other hand, we also remember that it is mandatory to adapt the ordinance on protection and possession of companion animals to the aforementioned Law 6/2017, a mandate that has been pending by the City of Cartagena for 8 months.
