José López uncovers that "the Rambla Plan may cost the City another 10 million euros" (04/03/2019)

During the last Plenary session, on the initiative of MC Cartagena, a motion was approved for the legal counsel to complete its legality report and determine whether the agreement in relation to the Rambla Sector Partial Plan between the City Council and the promoter must adapt to the new regulations.

Likewise, it was requested to send the complete file to the Legal Council of the Region so that it could pronounce on its legality.

In this context, the spokesman of Cartagena in the Consistory, José López, has spoken on a matter that has made it relevant that the improvised agreement of the Board of Government promoted by the socialist Castejón to get a photo with the promoter Tomás Olivo continues to give trouble of head to the Cartagena.

López has begun speaking about "an aspect of the agreement (Plan Rambla) that has gone unnoticed and confirms the negligence (or worse) of Castejón and those who have endorsed him, a tool to negotiate a beneficial agreement and that has become a bomb".

1989 Convention

It should be noted that the 1989 agreement requires the City Council to hire Olivo for the construction of the park according to the project presented by the developer, a project, 'Cartagena Park', of more than 300,000 m2 and that was due on August 7, 1989 , something that apparently has not occurred

For this reason, the Cartagena leader added that "we are putting numbers to Castejón blank check. Only in the park we talk about more than 10 million euros that we will have to pay all as soon as the promoter demands, the result of multiplying the of 300,000 m2 of park for 30 euros per square meter of contract budget ".

Subsequently, Lopez explained that "it could have been renegotiated, demanded that the park be paid by the promoter or that it be put out to bid, thus saving several million euros, but Castejón has let it go. the Cartagena people and, in addition, he knows that he will not be there when the time comes to execute him. "

Doubts about deadlines and increase in costs

The spokesman of MC has argued that "to the doubts about the deadlines is added the increase in costs and the uncertainty of the residents of the area who have not even bothered to inform the current Government."

The Cartagena leader concluded by clarifying that "respecting the legitimate interest of Mr. Olivo and without compromising this strategic development, if Castejón does not face it, as soon as we resume the powers in May we will try to adapt issues like this to the current Law, seeking the end social and a sustainable development also in the economic, because 10 million euros are more needed to decontaminate El Hondón or divert pluvial del Llano, among other priority actions.
