MC encourages progress in the study of the legality of the Castejón agreement on the Rambla Plan (28/02/2019)

MC Cartagena has found the support of the Plenary to advance in clarifying doubts about the legality of the agreement of the Local Government Board, dated February 11, by which the owner of the lands of the Rambla Sector can continue the execution of this Partial Plan.

Specifically, a motion of the Cartagena training, defended by José López, has prompted the Plenary of the City of Cartagena to urge the mayor to the Municipal Legal Department complete the report on the Rambla Plan, as well as Castejón remit the entire record to the Legal Council of the Region to check whether it complies with the regulations and the provisions of Law 40/2015 regarding the content of the agreement and its adaptation.

Report of the Municipal Legal Department

The MC motion seeks to clarify "the doubts about the legality of this agreement".

In this sense, Law 40/2015 obliges to set deadlines for compliance with the agreements.

However, Castejón has not fixed them, leaving the advance or not of the sector in the hands of the promoter.

For this reason, from the training Cartagena has claimed that the Legal Department, whose obligation is to verify the legality of the resolutions of the Board, clarify whether to set deadlines before October 2019 and, in synthesis, if the agreement is legal.

All this because, as stated by José López some time ago, "in MC we want the Rambla Plan but also responsibility." Fake-closing an issue of this transcendence would be an immense deception to Cartagena after 30 years.

Specifically, it is necessary to know if the agreement signed between Cartagena Parque SA and the City Council, signed in July 1989, must be adapted to the additional provision eight of Law 40/2015, of October 1, on the Legal Regime of the Public Sector.

In the affirmative case, it is necessary to have information on whether the agreement of the Governing Board meets the adaptation mandate or is insufficient and a new agreement must be carried out in order to comply with the regulations expressed.

Also, in the negative case, it is requested to know the reasons why it considers should not adapt and if these are coincident with those expressed by the head of Urbanism, as well as, once these issues are clarified, also report the legal steps to follow to adapt the agreement and, if applicable, revoke the agreement of the Governing Board if it does not comply with the rules.

Meeting of Rosa Peñalver with the Bureau of the province of Cartagena

A proposal of MC has prompted the Plenary of the Corporation to urge the president of the Regional Assembly, Rosa Peñalver, to receive the president of Mesa of the viability of the province of Cartagena, Antonio García.

Peñalver has refused to receive Garcia, due to "agenda problems", although García limited to only "20 minutes" the time of the aforementioned meeting in which the president of the Assembly is expected to know the conclusions of the Mesa: biprovincialidad is viable and comarcalización, forced.

This initiative of MC comes at a time when all the groups in the regional parliament foresee, after years of inaction and disinterest, to close an express reform of the Statute excluding the possibility of the restitution of the province of Cartagena of the autonomic text.

The work carried out in the Bureau of the Province, constituted by the groups of the Corporation, the Platform for the Biprovincialidad and the Federation of Associations of Neighbors of Cartagena, concluded "the existence of a detrimental centralism, the support to the district decentralization, to the legal viability of the creation of the biprovincialidad, as well as the incorporation in the reform of the Statute of Autonomy of the reference to the province and to the restitution of the province of Cartagena ".

The spokesman of the MC Cartagena municipal group, José López, has wished that "Rosa Peñalver, as president of the regional Chamber and public servant, show Cartagena the respect it deserves, whether or not it agrees with the merits of this matter".

Transfer to Murcia of the companies section of the Treasury Department

MC Cartagena has obtained the support of all parties to urge the mayor to urge the Ministry of Finance, immediately and reliably, to reverse the transfer to Murcia of the functions and organization of the corporate section of the Delegation of Treasury of Cartagena.

The deputy spokesperson of the municipal MC Group, Isabel García, has reported that "this change causes a notorious damage to the user of Los Alcázares, Fuente Álamo, Mazarrón, Torre-Pacheco and La Unión, because, to do a five-minute management, they will have to travel to Murcia. "

Likewise, he recalled that "with the latest reforms of the Corporation Tax, many associations, neighborhood associations and non-profit entities, but with their own legal status, become subject to the corporate regime, so the need for this department will grow instead of decreasing, "also exposing the problem generated" in the 965 companies dedicated to the sector of business consultancy or management of third parties in the municipality of Cartagena, which must travel to Murcia to carry out their daily activities, with the consequent risk of lose customers in favor of consultancies whose offices are located in the city of Murcia ".

Improvements in the CEIP Santa Florentina

The municipal plenary session has given its support to the initiative of MC so that the Department of Education is coordinated and claim the Ministry of the branch to make improvements at the school Santa Florentina de La Palma.

Specifically, the training Cartagena claims to ensure the educational community access to the center worthy and necessary security conditions.

During these dates, and due to the lack of foresight of the Autonomous Community in the works that are being carried out, the 500 students of the Santa Florentina CEIP have been forced to access the school by a door of only 90 cm wide.

Likewise, an Evacuation Plan is requested inside the facilities while the work is being carried out, signaling the interior itineraries.

The motion also contemplates, in the same way, that the safety of the environment be improved through the repainting of the road markings and the installation of adequate signage.

María José Soler explained that "it is clear that neither the students of the center nor their parents can wait 18 months to finish the works to stop suffering all these problems."

Support for maintenance service workers in health centers of the Murcia Health Service

The municipal Plenary has expressed its support, at the request of MC, to the demands of the thirty maintenance workers of the General University Hospital Santa Lucia for the inclusion of the subrogation of the personnel in the new Collective Agreement of Metal, a clause that will open the door to said subrogation in future contracts with public administrations or organizations.

This initiative of the Cartagena training, which has taken the form of institutional declaration of the municipal plenary session, comes after the decision of employees who depend on external contracts Murcia Health Service (SMS) to mobilize "to claim their labor rights, looking of the stability they deserve ", after the dismissal of maintenance service workers at the Hospital Morales Meseguer in Murcia.

The maintenance is the only SMS service that has not established the subrogation of the staff.

Only in the case of the Santa Lucía General University Hospital, up to thirty employees work every day under constant concern about their future.

Institutional recognition to Admiral Blas de Lezo

In 1987 the twinning took place between Cartagena de España and its homologous city in Colombia, also called 'Cartagena' due to the similarity between both bays.

Admiral Blas de Lezo (1689), linked to Cartagena as a sailor, was the architect of the victory of the Spanish Navy over the English fleet at the Battle of Cartagena de Indias in May 1741. "Considered by all as the best strategist of Our Navy, participated in numerous naval battles and in the War of Spanish Succession ", detailed Ricardo Segado.

The mayor of Cartagena has detailed that "taking advantage of the recent anniversary of the 330th anniversary of his birth and that, since the act of twinning have hardly developed initiatives or proposals aimed at giving content so that there is a fluid relationship between the two cities, we believe necessary to continue contributing ideas and initiatives aimed at paying tribute to this illustrious personage, fundamental for the history of Spain ".

Segado recalled that "from the Department of Youth, under the responsibility of MC, expanded the program to promote reading 'Mandarache Award' with the initiative 'Orillas Mandarache' to bring this successful program to Cartagena de Indias and also to Chile" , in addition to "organizing from the area of Culture and Heritage, in June 2017, we organized the photographic exhibition of Moisés Ruiz and Juan Manuel Díaz Burgos on the 'Cartagenas del mundo'.

Among the MC proposals for institutional recognition to Blas de Lezo, Ricardo Segado has cited "the placement of a bust or statue of Blas de Lezo in the vicinity of the port of Cartagena, as well as claim that the exhibition on Blas de Lezo, which It took place in 2013 at the Naval Museum of Madrid, may return to see the light temporarily or itinerant in Cartagena, either in municipal rooms or in the Naval Museum or the National Museum of Underwater Archeology (ARQUA).

New school in La Aparecida

The claim of MC has enabled the Plenary of the City of Cartagena to urge the Ministry of Education to consider the creation of a new school in La Aparecida, in order to avoid the displacements that have to be forced by numerous children from this Cartagena town.

The spokesman of MC Cartagena, José López, said that "from the Association of Mothers and Parents of Students (AMPA) of the public school, Hazim, located in La Aparecida, they got in touch with our municipal group to make us aware of his great interest in requesting a new school, since there are many children in the town and there are not enough school places for all of them ".

This causes many of the children of La Aparecida have to travel to schools in other locations, with the inconvenience that this involves displacement, spending or family reconciliation, among others.

In this way, more than 130 children must travel every day, either by bus or private vehicles, to educational centers in La Asomada, La Puebla, La Palma, Pozo Estrecho and even Torre-Pacheco.

Similarly, Lopez explained that "we must emphasize that currently, in the school of La Aparecida, there are 33 children in just two classrooms."

For all these reasons, the Association of Mothers and Fathers of Students of Hazim have expressed the need for La Aparecida to have another school.

Value of the Las Cañadas Mill (Los Dolores)

In line with its commitment to Cartagena's heritage, MC has succeeded in having the Plenary Assembly urge the municipal government to promote, together with the regional government and the owners, the restoration, recovery and use of the Las Cañadas Mill, located in the deputation of Los Dolores, following the project already carried out by the owners and of which the City Council has knowledge ".

Ricardo Segado has shown that "the Mill of the Cañadas is one of about two hundred mills that are within the natural limits of Campo de Cartagena, most of them in a dilapidated state."

The Cartagena councilor has revealed that "the owner wanted to proceed to the perimeter fence in order to avoid the plundering that has been suffering for a long time. However, due to problems with the boundaries of the land, it has not been possible to safeguard the environment required by the Administration and the mill continues to be the object of robbery and destruction, a situation that is tiring the owners, as they see the dream of seeing their mill restored, despite having invested their money to have a restoration project , project that the City Council is aware of ".

Faced with this situation, Segado has reiterated that "from MC we believe that we must continue investing in recovering our heritage, as we have shown to be Government, leaving ready the recovery of the Mill of Las Piedras and La Asomada, in addition to that found in El Monte. Sacro, through the municipal society Casco Antiguo ".

"For this reason we understand it as essential to have a forecast to continue working on these heritage elements, and it is the Las Cañadas Mill, because of its location and because it already has a restoration project, the next mill that must be restored by the Administration. "
